उम्मीद के अखिलेश लगाएंगे जिले के विकास को पंख

प्रदेश में सत्ता परिवर्तन के बाद नोएडा व ग्रेटर नोएडा में कुछ परियोजनाओं के प्रभावित होने की अटकलों का बाजार गर्म है। वहीं कुछ ऐसी परियोजनाओं के भी दिन फिरने वाले हैं, जिनके निर्माण की योजना आठ वर्ष पहले सपा सरकार के कार्यकाल में बनी थी। इन परियोजनाओं पर बसपा शासनकाल के दौरान पिछले पांच वर्ष में कोई काम नहीं हुआ। इनमें प्रमुख रूप से नाइट सफारी और बोड़ाकी रेलवे स्टेशन हैं। सूत्रों के अनुसार, प्रदेश में सत्ता बदलने के बाद जेवर एयरपोर्ट को भी केंद्र सरकार से हरी झंडी मिल सकती है। इन तीन महत्वकांक्षी परियोजनाओं पर काम हुआ, तो विकास के मामले में ग्रेटर नोएडा की तस्वीर बदल जाएंगे।
फॉर्मूला वन कार रेस होने के बाद ग्रेटर नोएडा की पहचान अंतरराष्ट्रीय स्तर पर बनी है, लेकिन बोड़ाकी रेलवे स्टेशन समेत कई योजना ऐसी हैं, जिनके निर्माण से सीधे जनहित को फायदा होगा। इनमें से एक बोड़ाकी रेलवे स्टेशन है। इसके निर्माण की योजना 2004 में सपा सरकार के कार्यकाल में बनाई गई थी। ग्रेटर नोएडा में यह एकमात्र रेलवे स्टेशन हैं। शहर वासियों ने ट्रेन पकड़ने के लिए अभी दिल्ली व गाजियाबाद जाना पड़ता है। प्राधिकरण ने लोगों की सहूलियत के लिए बोड़ाकी में राष्ट्रीय स्तर का स्टेशन बनाने की योजना शुरू की थी। आठ सौ करोड़ रुपये की लागत से 250 एकड़ जमीन पर स्टेशन का निर्माण किया जाना था। यहां पर सभी बड़ी ट्रेनों के ठहराव की योजना बनाई गई थी। इसी तरह देश की पहली और विश्व की पांचवीं नाइट सफारी ग्रेटर नोएडा में बनाने की योजना बनाई गई थी। करीब 250 एकड़ जमीन पर बनने वाली नाइट सफारी के निर्माण पर करीब एक हजार करोड़ रुपये खर्च होने का अनुमान है। ग्रेटर नोएडा प्राधिकरण पैसे की कमी का हवाला देकर इन दोनों योजनाओं पर पिछले पांच वर्ष में कोई काम नहीं किया। सूत्रों का कहना है कि इन दोनों परियोजनाओं के अब दिन फिरने वाले हैं। सपा प्रदेश सरकार शीघ्र इनका निर्माण शुरू कराने का फैसला ले सकती है। बोड़ाकी रेलवे स्टेशन के निर्माण से शहर वासियों को भारी सहूलियत होगी, उन्हें ट्रेन पकड़ने के लिए दिल्ली व गाजियाबाद नहीं जाना पड़ेगा।

जेवर एयरपोर्ट को भी मिल सकती है हरी झंडी
जानकारों का कहना है कि प्रदेश की जनता ने इस बार बसपा का विकल्प सपा को चुना। पांच वर्ष बाद कांग्रेस अपनी संभावनाओं को फिर से तलाशेगी। इसके लिए अभी से उसे जनहित के कार्यो पर ध्यान देना होगा। इस बार केंद्र की कांग्रेस और प्रदेश की सपा सरकार के बीच भी मधुर संबंध की रहने की उम्मीद जताई जा रही है। जानकारों का कहना है कि केंद्र और प्रदेश सरकार की बीच आपसी टकराव का असर राज्य के विकास पर पड़ता है। यह प्रदेश का दुर्भाग्य ही है कि पिछले 20 वर्षो में जितनी भी सरकार आई हैं, उनकी केंद्र से सीधे लड़ाई रही है। प्रदेश की कमान युवा अखिलेश यादव के हाथों में होगी। सूत्रों का दावा है कि अखिलेश यादव प्रदेश सरकार की पुरानी गलतियों को नहीं दोहराएंगे और वे केंद्र सरकार से मधुर रिश्ते बनाकर चलेंगे। इसका पहला तोहफा प्रदेश को जेवर एयरपोर्ट के रूप में मिल सकता है।

Are there any plans to revive the proposal for an airport in Greater
Noida?

Ajit Singh: The existing airport (in Delhi) still has a lot of capacity, and
improvements and technological changes are taking place. Today we laid
the foundation stone for a new ATC tower at Delhi Airport. With the
new facility, the time gap between landing of an aircraft and take off
of another will be shortened. More planes will be flying. Then how can
we have another airport near this one, that question will also come
up. There are a lot of unresolved issues.

What I do feel is that you would need another airport. We have to
start discussing it now, as you need 5-10 years to build an airport.
On location we have to see the traffic trends in the area from where
Delhi Airport draws its crowd. What I feel is that we need feeder
airlines. We need small airports in the tier II and III cities.

जेवर में अंतरराष्ट्रीय हवाईअड्डे की राह आसान नहीं

नई दिल्ली [राजकेश्वर सिंह]। चुनाव के मौके पर कांग्रेस महासचिव राहुल गांधी उत्तर प्रदेश को अगले दस साल में बदल देने का वादा भले ही करते फिर रहे हों, लेकिन ग्रेटर नोएडा के नजदीक अंतरराष्ट्रीय हवाई अड्डे का सपना फिलहाल हकीकत में तब्दील होता नहीं दिख रहा है।

केंद्र को दिल्ली के नजदीक भविष्य में एक और हवाई अड्डे की जरूरत का अहसास तो है, लेकिन वह कहां व कब बनेगा, यह अभी दूर की बात है।

कांग्रेस से राष्ट्रीय लोकदल के चुनावी समझौते के साथ ही केंद्र सरकार में नागरिक उड्डयन मंत्री बने चौधरी अजित सिंह भी मानते हैं कि आने वाले वर्षो में दिल्ली में इंदिरा गांधी अंतरराष्ट्रीय हवाई अड्डे के अलावा एक अन्य की भी जरूरत पड़ेगी। उस पर अभी से बातचीत शुरू करना भी जरूरी है।

यह पूछे जाने पर कि क्या सरकार ग्रेटर नोएडा के नजदीक जेवर में अंतरराष्ट्रीय हवाई अड्डा बनाने के पुराने प्रस्ताव की समीक्षा करेगी, उन्होंने कहा कि अभी तक ऐसे किसी प्रस्ताव को केंद्र ने मंजूर ही नहीं किया तो उसकी समीक्षा का सवाल कहां उठता है?

उड्डयन मंत्री ने कहा कि दिल्ली के नजदीक दूसरा नया हवाई अड्डा बनाने को लेकर तमाम सवाल हैं। 150 किलोमीटर के दायरे में दूसरा अंतरराष्ट्रीय हवाई अड्डा नहीं बन सकने जैसी प्रमुख बातें हैं।

यह भी देखना होगा कि नए एयरपोर्ट के लिए हवाई यात्रियों की संभावित संख्या कितनी है। साथ ही उसे कहां बनाया जाना चाहिए। इन स्थितियों के बावजूद अंतरराष्ट्रीय हवाई अड्डे के लिए छोटे-छोटे फीडर [एयरपोर्ट] की जरूरत है। जहां से लोग आकर अंतरराष्ट्रीय उड़ानें पकड़ सकें। उन्होंने यह भी कहा कि अभी दिल्ली के इंदिरा गांधी हवाई अड्डे की पूरी क्षमता का उपयोग बाकी है।

गौरतलब है कि उत्तर प्रदेश की मुख्यमंत्री मायावती ने अपने पिछले कार्यकाल में ग्रेटर नोएडा के नजदीक जेवर में ताज अंतरराष्ट्रीय हवाई अड्डे का ड्रीम प्रोजेक्ट तैयार कराया था। इस बार फिर से मुख्यमंत्री बनने के बाद उन्होंने उस प्रस्ताव को केंद्र से मंजूरी की कई कोशिशें कीं, लेकिन वह अभी तक जहां का तहां पड़ा हुआ है।

मेरठ के सैकड़ों लोग रालोद में शामिल

नई दिल्ली। केंद्र में चौधरी अजित सिंह के मंत्री बनने व कांग्रेस से उनके चुनावी समझौते के बाद पश्चिमी उत्तर प्रदेश में दूसरे दलों के नेताओं का राष्ट्रीय लोकदल में शामिल होने का सिलसिला जारी है। बुधवार को भी मेरठ से हाजी ताज मुहम्मद अल्वी, हाजी अमीर अहमद, हाजी बाबू अली, हाजी सलमान, हाजी अब्बास, हाजी जुल्फिकार, मुहम्मद असलम, महबूब अली समेत सैकड़ों लोग यहां राष्ट्रीय लोकदल में शामिल हो गए। रालोद नेताओं के मुताबिक पार्टी में शामिल होने वाले ज्यादातर बसपा छोड़कर आए हैं।

Jewar airport may take off with Ajit Singh as aviation minister

Lucknow: With RLD chief Ajit Singh taking over as the new Union civil aviation minister, hope has been kindled for Uttar Pradesh chief minister Mayawati’s long-cherished dream of having a greenfield Taj international airport and aviation hub (TIAH) at Jewar, near the national capital. The question whether a new airport should be allowed within 70 km of an existing airport, as it may hamper the business prospects of the existing one, has come in the way of the proposed airport in Greater Noida.

Proposed way back in 2001, the aviation hub was conceptualised to ease traffic at New Delhi’s Indira Gandhi International Airport. The project was also given a techno-feasibility clearance by the Airports Authority of India (AAI) in 2003, during Mayawati’s earlier stint as chief minister. However, innumerable efforts of the state government in the last four-and-a-half years to get the project off the ground have borne little fruit and according to senior officials, the only reason for the project not seeing the light of day is the Centre’s objection.

“Despite the fact that traffic figures prove that a second airport near Delhi is indeed essential, the Centre has refused to give a go-ahead on it. But now that we have a new civil aviation minister, and that too from the region where this airport is to come up, we hope that he is able to convince the Centre on the need and importance of the airport for the people of his region,” said an official, requesting anonymity.

The official cited an AAI study stating that by 2015-16, air traffic at the IGI Airport will hit the 108-million mark, which would lead to severe congestion. “A second airport such as the TIAH is the only answer to this problem,” he stated.

In fact, in order to address the issue of revenue collection, the UP government had in 2007 also given a written assurance to the Centre that it would abide by the contractual agreement entered into by the Government of India’s civil aviation department with the GMR Group, promoters of Delhi International Airport, in case any loss of revenue is reported. And ever since Mayawati came to power, she has written to Prime Minister Manmohan Singh several times on this issue, requesting him to clear the matter at the earliest.

The state has accusing the Centre of dilly-dallying on the R3,500-crore project. “The only reason for the project to be put into cold storage is that the Centre does not want the BSP government to take the credit for development in the state. But now that RLD chief Ajit Singh has become a partner in the Congress-led UPA coalition, it remains to be seen how much he is able to work to the benefit of his constituency and the state,” said another official who had been instrumental in getting the project cleared in 2003.

During discussions with his party leaders on 18 Dec 11, he assured that the international flights will start from Meerut. मेरठ।। नव नियुक्त केन्द्रीय नागरिक उड्डयन मंत्री चौधरी अजित सिंह ने कहा है की मेरठ से अन्तरराष्ट्रीय हवाई उड़ान भरी जायेगी। उप्र नागरिक उड्डयन विभाग के निदेशक देवेन्द्र स्वरूप से जब इस बाबत बात हुई तो उन्होंने कहा कि जेवर में अन्तरराष्ट्रीय एयरपोर्ट का प्रोजेक्ट तैयार है।

दो हजार हेक्टेयर वाले इस प्रोजेक्ट में एनओसी के लिए केन्द्रीय नागरिक उड्डयन मंत्रालय से अनुमति मांगी है। पर अभी तक वहां से अनुमति नही मिली है। मेरठ समेत 16 स्थानों पर हवाई पट्टी भी हैं। ऐसे में यदि केन्द्र सरकार जेवर अन्तरराष्ट्रीय एयरपोर्ट के लिए हरी झंडी देती है तो दिल्ली हवाई अड्डे का लोड कम होगा।

मेरठ में भी एयरपोर्ट बनाने का प्रोजेक्ट तैयार हुआ था पर अब यह प्रोजेक्ट रद्द कर दिया है। यहां अब हवाई पट्टी का विस्तारीकरण हो रहा है। तीन महीने में यह कार्य पूरा होने के बाद घरेलू विमान आराम से उड़ान भर सकेंगे।

बसपा प्रमुख मायावती ने मुख्यमंत्री बनने के बाद 26 मई 2007 को जेवर एयरपोर्ट की मंजूरी देने के लिए प्रधानमंत्री से बात की थी।

बसपा सांसद सुरेन्द्र नागर व मुनकाद अली ने नागरिक उड्डयन मंत्री रहे प्रफुल्ल पटेल से इस बाबत बातचीत भी की थी। उन्होंने दिल्ली में नया एयरपोर्ट बना रही कंपनी जीएमआर डायल से इस प्रोजेक्ट का आंकलन कराने का भी वायदा किया पर आज तक वायदा पूरा नही हुआ।

मेरठ में डा. भीमराव अम्बेड़कर हवाई पट्टी को हवाई अड्डे का रूप देने के लिए दो हजार हेक्टेयर भूमि चिन्हित की गयी थी। पराग डेयरी, कताई मिल, खेड़ा बलराम पुर, कताई मिल व शिवनगर आबादी की भूमि समेत वन विभाग की 500 हेक्टेयर जमीन भी इस प्रोजेक्ट के लिए अधिग्रहण का प्रस्ताव बोर्ड की बैठक में पास हुआ।

 Ajit Singh appointed civil aviation minister

NEW DELHI: RLD, with five members in the Lok Sabha, today formally joined the UPA and its chief Ajit Singh has been appointed as new civil aviation minister.

With RLD joining the ruling coalition, its strength has gone up from 272 to 277 MPs.

"Ajit Singh gave a letter to UPA chairperson Sonia Gandhi stating that RLD would like to join the alliance and the latter has agreed to this," Congress general secretary Digvijaya Singh told reporters here.

Ajit Singh also met Prime Minister Manmohan Singh on Monday, adding more fuel to talks of his imminent induction into the Union Cabinet.

Digvijaya Singh is in-charge of Congress affairs in Uttar Pradesh. Former Union minister and Samajwadi Party MP Rasheed Masood also joined the Congress ahead of the UP elections. This is likely to help the party woo Muslim voters.

"I have taken this decision in view of the way communal forces were trying to gain strength by using the issue of corruption," Masood said.

He said that his decision was also prompted by Samajwadi Party chief Mulayam Singh Yadav's "controversial" statement to the effect that giving reservation to Muslims within the OBC quota would affect the share of other OBCs.

RLD will contest 45 of the 403 seats in Uttar Pradesh Assembly in the forthcoming polls in alliance with Congress.

एयरपोर्ट बनते ही 'एफ-1' की स्पीड से दौड़ेगी 'ट्राई सिटी'

जेवर में एयरपोर्ट बनते ही 'ट्राई सिटी' यानी नोएडा, ग्रेटर नोएडा और यमुना एक्सप्रेस-वे में डिवेलपमेंट एफ-1 की स्पीड से होगा। इसके बाद ये तीनों देश की सबसे ज्यादा ग्रोथ वाली सिटी बन जाएंगी। वहीं, बेस्ट इंफ्रास्ट्रक्चर, एलिवेटेड रोड, ग्रीनरी, डीएमआरसी समेत नैशनल कैपिटल से बेस्ट कनेक्टिविटी के चलते सबसे ज्यादा डिमांड वाले शहर भी साबित होंगे। यह कहना है नोएडा और यमुना एक्सप्रेस-वे अथॉरिटी के चेयरमैन मोहिंदर सिंह का।

उन्होंने बताया कि एक्सप्रेस वे, ईस्टर्न पेरिफेरल एक्सप्रेस-वे, यमुना-हिंडन पर दर्जनों पुल व 130 मीटर चौड़ी सड़कों के डिजाइन अगले 100 वर्षों को टारगेट रखकर तैयार किए गए हैं। ग्रीन बिल्डिंग में एफएआर की विशेष छूट तरक्की को नई ऊंचाई देगी।

मोहिंदर सिंह ने कहा कि किसी भी शहर के डिवेलपमेंट के लिए मल्टिपल ट्रांसपोर्ट फैसिलिटी और कनेक्टिविटी जरूरी होती है। ट्राई सिटी में एनएच-1 से जोड़ने वाले 3 नए पुल, कालिंदी कुंज पर डीएनडी की तर्ज पर 8 लेन का पुल, हिंडन और एफएनजी पर बनाए जाने वाले 6 पुल आने-जाने के टाइम को कम कर देंगे। वहीं, तीनों शहरों में इलैक्ट्रिक सप्लाई के लिए 2000 मेगावाट का कैप्टिव पॉवर प्लांट लगाने की स्कीम है। साथ ही, मॉर्डन क्वालिटी ऑफ लाइफ के लिए यहां बेस्ट एजुकेशन, हेल्थ, एंटरटेनमेंट, स्पोर्ट्स, पलूशन फ्री एन्वायरमेंट जैसी सुविधाएं मौजूद हैं। इलके अलावा जेवर एयरपोर्ट के लिए भी मेट्रो लाइन का प्लान बनाया गया है। उन्होंने बताया कि राष्ट्रीय दलित प्रेरणा स्थल, नैशनल बोटैनिकल गार्डन, बर्ड सेंक्चुरी समेत प्राइवेट सेक्टर के कई अम्यूजमेंट सेंटर इसे टूरिजम हब में तब्दील कर देंगे।

जेवर से खुलेगी हवाई सफर की राह

यमुना अथॉरिटी के मास्टरप्लान को मंजूरी मिलने के बाद जेवर में इंटरनैशनल एयरपोर्ट बनने की राह आसान हो जाएगी। अथॉरिटी ने इसके 35 गांवों की 10 हजार हेक्टेयर जमीन अधिग्रहित कर ली है। साथ ही, एरिया में हाई राइज बिल्डिंग बनाने पर रोक लगा दी है। वहीं, यमुना एक्सप्रेस-वे बनने से दिल्ली, नोएडा से जेवर आने-जाने मंे कोई दिक्कत नहीं होगी। यमुना एक्सप्रेस-वे अथॉरिटी के सीईओ पंधारी यादव के मुताबिक एक्सप्रेस-वे अथॉरिटी का एरिया ग्रेटर नोएडा से लेकर आगरा तक है। अथॉरिटी ने मास्टरप्लान 2031 में गौतमबुद्धनगर, बुलंदशहर, अलीगढ़, महामायानगर, मथुरा और आगरा जिले के 1187 गांवांे को शामिल किया गया है। इसके अनुसार, ग्रेटर नोएडा से जेवर तक यमुना एक्सप्रेस-वे के किनारे वर्ल्ड क्लास शहर बसाया जाएगा। इसकी आबादी करीब 10 लाख होगी। इस सिटी में 300 से 4000 वर्गमी. के प्लॉट बनाए जाएंगे। साथ ही, ट्रैफिक को स्मूद बनाने के लिए सड़कों की चौड़ाई कम से कम 60 मीटर रखी जाएगी। वहीं, आबादी के लिए पानी की व्यवस्था अपर गंगा कनाल से की जाएगी। इसके अलावा बिजली के लिए ग्रेनो, नोएडा और यमुना अथॉरिटी ने दादरी के पास यमुना पॉवर कारपोरेशन बनाना शुरू कर दिया है।

जेवर एयरपोर्ट को मिल सकता है ग्रीन सिग्नल!

जेवर एयरपोर्ट के निर्माण को लेकर कवायद शुरू कर दी गई है। इस बारे में सोमवार को ग्रेटर नोएडा में प्रेजेंटेशन शुरू हुआ। इसमें ग्रेटर नोएडा और यमुना अथॉरिटी के वरिष्ठ अधिकारी और प्लानिंग विभाग के अफसरों ने एयरपोर्ट अथॉरिटी ऑफ इंडिया से नियुक्त किए गए कंसलटेंट की टीम को बताया कि यहां से अन्य शहर के लिए रेल , मेट्रो और रोड की कनेक्टिविटी एकदम बेहतर है। अथॉरिटी के अलावा टीम के सदस्यों ने जेपी ग्रुप के अलावा ग्रेटर नोएडा और नोएडा के उद्यमियों से भी बातचीत की। इसके बाद कंल्सटंेट टीम ने जेवर में एयरपोर्ट के लिए रिजर्व रखी गई 10 हजार हेक्टेयर जमीन का भी हवाई सर्वेक्षण किया।

एयरपोर्ट अथॉरिटी ऑफ इंडिया के जेवर में एयरपोर्ट बनाए जाने के लिए दिलचस्पी दिखाए जाने के बाद से यमुना और ग्रेटर नोएडा अथॉरिटी के अफसर फूले नहीं समा रहे हैं। वहीं ग्रेटर नोएडा के उद्यमी , होटल व्यवसायी और टूरिजम से जुडे़ लोग भी बेहद खुश नजर आ रहे हैं।

अथॉरिटी अफसरों के अनुसार एयरपोर्ट अथॉरिटी ऑफ इंडिया से नियुक्त किए गए कंल्सटेंट रॉबसिस की 4 सदस्यीय टीम सोमवार सुबह 10:30 बजे ग्रेटर नोएडा पहंुची। ग्रेटर नोएडा पहंुचने पर यमुना और ग्रेटर नोएडा अथॉरिटी के सीईओ रमा रमण , डीसीईओ पी . सी . गुप्ता , यमुना अथॉरिटी के ओएसडी कुलवीर सिंह , दोनों अथॉरिटी की प्लानिंग टीम ने जेवर में बनने वाले एयरपोर्ट से देश के अन्य शहरों के लिए बेहतर कनेक्टिविटी और शहर में हो रहे विकास कार्यों के बारे में बताया। अथॉरिटी अफसरों ने रोड , रेल , मेट्रो प्रोजेक्ट के बारे में बताया कि जेवर में प्रस्तावित एयरपोर्ट को ईस्टर्न पेरिफेरल , यमुना एक्सप्रेस – वे , गंगा एक्सप्रेस – वे , अपर गंगा कैनाल एक्सप्रेस – वे , एफएनजी , 130 मीटर एक्सप्रेस – वे , बोडाकी रेलवे जंक्शन , दादरी मुंबई रेलवे फ्रंट कॉरिडोर से जोड़ा गया है।

असोसिएशन ऑफ गे्रटर नोएडा इंडस्ट्रीज , नोएडा स्माल स्केल इंडस्ट्री और नोएडा इंडस्ट्रीज असोसिएशन के सदस्यों की टीम ने भी एयरपोर्ट बनाए जाने पर उद्यमियों को होने वाले फायदे और शहर की उपलब्धियों से अवगत कराया। असोसिएशन ऑफ ग्रेटर नोएडा इंडस्ट्री के उपाध्यक्ष और न्यू हॉलैंड कंपनी एचआर हैंड आदित्य घिल्डियाल ने पे्रजेंटेशन दिया। पे्रजेंटेशन के बाद टीम ने जेवर में एयरपोर्ट के लिए आरक्षित जमीन का हवाई सर्वे भी किया। अथॉरिटी अफसरों का कहना है कि एयरपोर्ट को लेकर जिस तरह उड्डयन मंत्रालय ने गतिविधियां शुरू की है , इससे लगता है कि जेवर में बनने वाले इंटरनैशनल एयरपोर्ट के निर्माण को जल्द ही ग्रीन सिग्नल मिल सकता है

एयरपोर्ट के लिए 35 गांवों का विस्थापन

जेवर में इंटरनैशनल एयरपोर्ट बनाने के लिए एरिया के करीब 35 गांवों को विस्थापित करना पड़ेगा। इसके लिए लोगों को मनाना शासन के लिए आसान नहीं होगा।

यमुना अथॉरिटी के अफसरों का कहना है कि गांवों को विस्थापित करने में दिक्कत नहीं आएगी। लोगों के साथ मिल बैठकर योजना बना ली जाएगी। इसके लिए अथॉरिटी पूरी तरह तैयार है। अफसरों का कहना है कि जिस जगह जेवर में इंटरनैशनल एयरपोर्ट बनाए जाना प्रस्तावित है, उस स्थान के आसपास के करीब 35 गांवों की 10 हजार हेक्टेयर जमीन पहले ही यमुना अथॉरिटी ने अपने मास्टर प्लान में चिह्नित कर रखी है। इस जमीन के साथ किसी भी प्रकार की छेड़छाड़ नहीं की गई है। अथॉरिटी अवैध कब्जे को लेकर गंभीर है और समय-समय पर सैटेलाइट सर्वे कराती है। इससे पता चल जाता है कि एयरपोर्ट के लिए रिजर्व रखी गई जमीन पर अवैध निर्माण तो नहीं हो रहा। अथॉरिटी को एयरपोर्ट बनाने के लिए एयरपोर्ट अथॉरिटी ऑफ इंडिया से ग्रीन सिग्नल मिलने का इंतजार है। ग्रीन सिग्नल मिलते ही अथॉरिटी जमीन अधिग्रहण करने के लिए कार्रवाई शुरू कर देगी।

गौरतलब है कि प्रदेश सरकार भी जेवर में एयरपोर्ट बनाने को प्राथमिकता दे रही है। अथॉरिटी के अफसरांे का कहना है कि जिन 35 गांवों की जमीन पर एयरपोर्ट बनाया जाएगा, उन गांवों को विस्थापित करने के लिए अथॉरिटी बेहतर प्लानिंग कर रही है, ताकि विस्थापित लोगों को कोई परेशानी न हो।

G Noida: GMR for safe returns

The GMR Group, which leads the consortium that operates the Delhi airport, has said it’s “returns have to be protected” if the government wants a new airport in Greater Noida. “If the government wants to have a new airport our returns have to be protected. We are not against infrastructural growth.

If our passenger traffic goes (to Greater Noida) the revenues would come down,” GM Rao, chairman, GMR group told Hindustan Times.

Rao said the Bangalore-headquartered group, which has built and operates the Delhi and Hyderabad airports, would bid for the Navi Mumbai airport project.

“As per the Operations, Management and Development Agreement (with Airports Authority of India), if we are not able to meet the traffic (at the Delhi airport) government has the right to go for another airport,” he said.

AAI has commissioned the International Civil Aviation Organisation (ICAO) to prepare a report on the projected passenger traffic at the proposed airport.

Rao said globally there had been many cases where two airports in a city have gone sick. He gave the example of Montreal where the new airport had to be closed down. “In London, a new airport was built when the old airport reached its peak. A study by ICAO lists six airports that went sick due to the same reason. Today we have 29 million passengers annually and we can reach up to 100 million,” Rao said.

The UP government had first mooted the proposal for a new airport in 2001. The proposal for the airport had been held up because a 1997 rule said that no new airport can be set up within 150 kms of an existing one.

The proposed airport would be just 72 kilometres away from the Delhi airport.

Rao said his group was “always looking for opportunities” and had a “clear cut strategy till 2020”.

UN agency to study viability of proposed GNoida airport

NEW DELHI: The Airports Authority of India is planning to soon appoint global aviation body ICAO to conduct an air traffic feasibility study of the proposed greenfield airport near Greater Noida.

The International Civil Aviation Organisation (ICAO), a UN body, is likely to be given the mandate by AAI to conduct a viability and air traffic feasibility study of the proposed airport, an official source said.

The airport, also the dream project of Uttar Pradesh Chief Minister Mayawati, is slated to be christened as the Taj International Aviation Hub and would come up on a 3,700 acre area at Jhevar near Greater Noida, located about 60 km from central Delhi and 120 km from Agra.

The source said AAI and ICAO have already held talks on the issue and the formalities would be cleared very soon.

Besides studying feasibility, the ICAO uses its expertise to help airport operators around the world in upgrading airports, in their master planning and even financing of construction projects.

AAI's decision comes in the backdrop of the Group of Ministers on Jhevar airport finding major differences in air traffic projections given by the Uttar Pradesh government and the Delhi International Airports Limited that runs the IGI Airport.

Observing that "realistic figures" were needed to take a decision, the GoM, in its last meeting in August, had asked Civil Aviation Ministry to prepare a report on the projected passenger traffic at the proposed airport within the next three months, before its next meeting.

The GoM, headed by Union Home Minister P Chidambaram, would also go into the legal aspects of having a second airport within a 150-km radius, as it is prohibited under a 1997 rule.

The GMR-led DIAL has opposed the construction of the new airport saying it would be a competitor to the Delhi airport where a swanky new terminal (T3) came up recently.

DIAL had quoted the concession agreement that it had signed with the government, saying its clause on the 'Right of First Refusal' enabled it to be the preferred bidder for a new airport in the vicinity of the IGI Airport in case its bid is within 10 per cent of the highest bidder.

According to a state government report, air traffic at the proposed Greater Noida airport in 2011-12 would be 8.65 per cent of the total NCR traffic.

Mayawati government has high expectations with the project as the Cabinet has cleared a second airport in Goa at Mopa, which is about 70 km from the existing Dabolim Airport.

Similar clearances were also granted to proposed airports at Navi Mumbai and Kannur, both of which fall within a 150-km radius of airports at Mumbai and Kozhikode.

GoM defers decision on Greater Noida airport

NEW DELHI: The first meeting of a group of ministers (GoM) formed to look into the legality of setting up an airport in Greater Noida failed to take any decision on the proposed facility. It is expected to meet again after three months to decide the fate of the project.

“The UP government and DIAL have given their traffic projections. These will be studied by the government and a team of experts before the GoM meets again to determine the viability of the airport,” Civil Aviation Minister Praful Patel told reporters after the meeting.

The GoM meeting took place on Tuesday after being postponed thrice earlier for unspecified reasons. It was scheduled initially for May 5, then was deferred to June 6, then to July 15.

The issue of an international airport at Greater Noida has been hotly debated between the Centre and the government of Uttar Pradesh. The state government wants to build an airport, called the Taj International Aviation Hub, at Jewar in Greater Noida on about 3,700 acres.

Though the Cabinet had given an in-principle approval to Uttar Pradesh chief minister Mayawati's pet project, the Centre formed the GoM to examine the legality of the proposal vis-a-vis the agreement with the GMR-led Delhi International Airport (Pvt) Ltd (DIAL) that has built Terminal 3 (T3) at the IGI Airport.

DIAL has expressed reservations about another airport coming up in the region, which would affect its investment of over Rs 12,000 crore in building new international terminal in Delhi. It has cited the current rule that prevents construction of two airports within a distance of 150 km from each other. The T3 is only 70 km far from Jewar.

Although a second airport could affect DIAL’s business, they also have the RoFR (Right of First refusal) for the Greater Noida airport project. This ensures that GMR gets preference in bidding for the new airport project in case its bid is within 10% of the highest bidder.

The GoM headed by Home Minister P Chidamabaram has been constituted to examine this issue. Among others, the GoM includes Law Minister Veerappa Moily, HRD Minister Kapil Sibal, Environment Minister Jairam Ramesh and Civil Aviation Minister Praful Patel. The environment and HRD ministers did not attend the Tuesday’s meeting.
