MLAs demand Monorail in their constituencies

NEW DELHI, April 2, 2013

A detailed survey of Delhi will be conducted by engineering consultants RITES Ltd. to check the feasibility for setting up Monorail facilities, said Delhi Transport Minister Ramakant Goswami on Monday while responding to the demands made by several MLAs in the Delhi Assembly for extending this light rail transit system to their constituency.

The discussion began with a question put forth under ‘Starred Questions’ by BJP MLA from Sangam Vihar Dr. S.C.L. Gupta who wanted to know the parameters prescribed by the Government to operate Monorail facilities in different areas in the city. He also asked if Monorail will be introduced in Sangam Vihar to promote tourism in the area. “A Monorail facility should be brought about to link Sangam Vihar to Mehrauli since 20 lakh people use the Mehrauli-Gurgaon Road daily,” he said.

Dr. Gupta’s request then prompted several other MLAs to make similar requests for Monorail in their constituencies. Among them was Mundka MLA Manoj Kumar who asked if a Monorail facility would connect Dwarka Mor to Baprola; and Karawal Nagar MLA Mohan Singh Bisht who said: “Karawal Nagar is one of the most congested areas. Are there any plans to introduce the Monorail there?”

The parameters that were tabled by Mr. Goswami for the Government to operate a Monorail facility include places where neither Metro rail nor bus rapid transit (BRT) services can be provided; in congested roads where the right of way is not enough for either Metro or BRT to be constructed; and where a Monorail system can provide a high-level interchange link with the Metro rail, Railway and BRT networks.

Further, in those corridors where there are sharp turns and thus construction of Metro rail is not feasible since it requires a 300 metre radius as opposed to the Monorail which only requires a 70 metre turning radius, the Minister said the Monorail would be considered. In its written reply, the Government also noted that Monorail is also easier to construct and construction of its corridors is more friendly towards the surrounding population as it allows greater ventilation and natural lighting. Besides, the Monorail rolling stock also does not emit much sound.

DMRC may pitch monorail funding plan to CM today

Officials of the Delhi Metro are expected to meet the Chief Minister and top Delhi Ministers on Wednesday to outline the funding pattern for the Government’s ambitious 11-km monorail project.

The Delhi Metro Rail Corporation (DMRC) is expected to broadly stress on the specifics of sharing the financial burden of the project between the Delhi Government, the Central Government and any other entities that may join in. The project is expected to cost around Rs 2,235 crore.

It is likely that the DMRC’s funding pattern may be accepted. With the approaching Assembly polls in the national Capital and the 2014 General Elections dictating most decisions, the Sheila Dikshit Government will be keen on executing the monorail project to garner considerable electoral boost.

In a related development, the Ministry of Urban Development is bringing a broad policy for monorail in the country in view of Delhi Government’s plan and a network of at least 14 monorail projects have been earmarked to come up within the next decade.

Currently, there is no policy for monorail in the country. The monorail network is aimed at augmenting public transport in areas inaccessible by Metro, and to provide an alternative to the existing bus transport network.

Top sources told The Pioneer that Delhi Metro chief Mangu Singh is likely to make a presentation outlining the funding pattern for the proposed monorail project in the city to Chief Minister Sheila Dikshit on Wednesday.

East Delhi MP Sandeep Dikshit, Transport Minister Ramakant Goswami and Delhi Metro chief Mangu Singh inspected the proposed route alignment of the project. Delhi Metro has recently submitted a detailed project report to Delhi Government.

The project will connect Shastri Park to Trilokpuri.

“The funding pattern would be the same as Delhi metro – jointly funded by the city Government and the Centre. The project will be funded through the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). It is learnt that Japan International Corporation Agency (JICA) may agree to fund the monorail project. It is also funding Delhi Metro projects in Delhi. The monorail project may be started from the next financial year as there is no extra budget for the project in the current budget allocation,” a Delhi Government sources said. The project report had set 2017 as the deadline for completion if work starts this year.

The fare tarrif for the monorail has been kept at Rs 2.5 per km at present, same as the Delhi Metro. The monorail’s alignment will be such that it would cater to the needs of an estimated 1.5 lakh passengers a day initially. The entire corridor will be elevated, along roads that are mostly narrow. The minimum right of way – 12-14m at Raja Ram Kohli Marg – however, is enough for the monorail to come up, said officials.

The elevated corridor will need a minimum height clearance of 5.5m clearance from the road. The advantage of the monorail in such populated areas, added the Delhi Metro official, is the narrower pillar diameter compared to the metro. The monorail pillar measures only 1-1.2m in diameter while the same for a metro pillar is 1.5-1.8m. The monorail’s ability to take sharp turns is another factor in its favour.

Monorail rises in East, work starts in 2 months

New Delhi Work on city’s first monorail project is set to start within two months, bringing in the new-age public transport system for the congested areas of East Delhi. The 11-km-long monorail corridor will connect Shastri Park to Trilokpuri through 10 other stations.

Delhi Transport Minister Ramakant Goswami said: “The monorail project would be a major achievement in providing a mass transit connectivity. This arrangement will transform the area and cater to different parts of East Delhi. We are expecting the work to start in a couple of months and the line will be operational by early 2017.”

Goswami said the monorail has several advantages over regular Metro when it came to serving congested areas.

The detailed project report for the project was reviewed by Delhi Metro Rail Corporation (DMRC) and submitted to the Delhi government for implementation. RITES Ltd had carried out the techno-economic feasibility study for the project and drawn up the detailed project report.

The alignment of the proposed corridor was inspected by Goswami, Delhi Metro MD Mangu Singh and area MP Sandeep Dikshit on Wednesday.

The monorail project will connect several densely populated areas like Gandhi Nagar, Kailash Nagar, Geeta Colony, Jheel Khureja, Krishna Nagar Extension, Khureji Khas, Guru Angad Nagar East, Scope Minar, Laxmi Nagar, Guru Nanak Nagar, Ganesh Nagar, Mandawli, Trilokpuri and Kalyanpuri.

At present, these areas depend on DTC and cluster buses.

To ensure a wider reach, three interchanges have been provided at Shastri Park, Nirman Vihar and Trilokpuri monorail stations. At these stations, a commuter can get on to the Delhi Metro network.

Nirman Vihar station will provide access to Anand Viharto Dwarka Metro

Trilokpuri station will give a link to the upcoming Trilokpuri Metro station on Mukundpur to Yamuna Vihar line.

Officials said there will be a common payment counter for both monorail and Metro at the interchange stations.

“The integration of monorail and Metro would be smooth and seamless. The arrangement would be such that the interchange of the monorail connects to the payment counter of the Metro. We are also planning common ticketing for the two,” Singh said.

Three-coach monorail trains will run at a frequency of 4.5 minutes in the initial stage. The frequency will be increased to 2.5 minutes later. Similar to Delhi Metro, monorail trains will also run at a speed of 80 kmph. The fare, too, is expected to be similar to that of Metro, an official said.

The expected daily ridership on the corridor is around 1.5 lakh passengers.

The closed packed areas of East Delhi will be a challenge for the construction of monorail. Stretches like Raja Ram Kohli Marg, Geeta Colony and Ganesh Nagar have been identified as among the busiest on the route.

“Monorail will be a technological feat. We will deploy techniques so that vibrations are not felt by the dwellers. Arrangements with the traffic police will be made to ensure minimum traffic disruption,” Singh said.

“Monorail would be a boon for comfort and convenience of the commuters. It would help discourage private vehicles,” Dikshit said.

Monorail to become reality soon

In a significant step to ease the vehicular congestion in Trans-Yamuna areas, the Delhi Government’s ambitious project monorail will soon become a reality. The Detailed Project Report (DPR) of monorail has been submitted to the Delhi Government by Delhi Metro. 

Congress MP from East Delhi Sandeep Dikshit, Transport Minister Ramakant Goswami and Delhi Metro MD Mangu Singh will take round of route-alignment of a monorail project from Shastri Park to Trilokpuri on Wednesday. The visit may lead to speedy execution of the project. The monorail project is considered a brainchild of Sandeep Dikshit.

According to DPR, the total cost of the project is estimated around Rs2,235 crore with Central taxes and duties only and fare structure is likely to be remained same of monorail as compared to Rs2.5 per km for air-conditioned buses and Metro in the National capital. The project is likely to be commissioned by 2017.

DPR has found that several parts of East Delhi are heavily populated area. It said there are two Metro lines that connect East Delhi with other parts of the city but the congestion on the roads still remains the same, however, the connectivity within East Delhi is not good.

 “The elevated monorail will be plying above narrow lanes in congested locality, straddle type monorail will be able to negotiate sharp curb. Moreover, it will be a non-polluting, fast, convenient and modern inter-city transport mode. The proposed corridor would be 11 km long having 12 stations starting from Shastri Park to Trilokpuri and will be integrated with three Delhi Metro lines. Interchange station has been proposed where Metro lines and proposed monorail corridor meet each other,” said the report.

 

After crossing the railway line, the alignment runs on Yamuna Pusta Road and the route will take left hand turn and align itself on Raja Ram Kohli Marg. From Geeta Colony, the alignment will take right turn and runs along the Patparganj road and it will cross Delhi Metro at Nirman Vihar on Vikas Marg. After crossing railway line, the alignment will turn left and aligns itself along new Patparganj road and crosses NH 24. Further the alignment will turn left and aligns itself parallel to Sanjay Lake and terminates parallel to proposed Trilokpuri metro station.

The already agreed route will integrate with three Metro lines — Shastri Park Metro station on Dilshad Garden to Rithala Line, Nirman Vihar Metro station on Anand Vihar to Dwarka line and Trilokpuri Metro station on Mukundpur to Yamuna Vihar under construction line.

Think bigger, plan 14 more monorail links, Delhi govt told

After approving the Delhi monorail project last week, the Union Urban Development Ministry has asked the Delhi government to “think bigger” and plan a network of at least 14 monorail projects within the next decade. The monorail network is aimed at facilitating public transport in areas inaccessible by Metro and provide an alternative to the existing bus transport network.

Chief Minister Sheila Dikshit on Tuesday said UD Minister Kamal Nath, during a meeting with her on Monday, had approved the monorail projects.

“The minister asked us why we were thinking of just one monorail project and that we should plan for at least 12 to 16 monorails,” Dikshit said.

She added that a network of monorails in the national Capital would support the existing Metro and ease congestion. “With the right kind of support, the monorail system could be put in place within the next eight to ten years,” she said.

Dikshit maintained that the Metro network, which has covered 392 km so far, had entered its third phase. “We believe it would not be easy to extend the Metro beyond this and so an alternative is necessary. Also, there are several streets in Delhi, which cannot be covered by the Metro,” the CM said. She said in such smaller, crowded streets, a monorail would prove successful.

According to the CM, the monorail network would offer an alternative to buses. “Presently, most commuters use the bus network in areas not covered by the Metro, which the monorail could replace. The monorails would connect and support the Metro system,” Dikshit explained.

The Delhi Metro Rail Corporation (DMRC) has been tasked with constructing the first monorail network — a 11.5 km long stretch between Shastri Park and Laxmi Nagar. Delhi government officials said the DMRC has also been asked to submit a detailed report about the possible methods of implementing a monorail network project.

“We may ask the DMRC to run the whole project, but nothing has been decided for now. We have also received reports from specialists in Japan, Germany and Malaysia, which boast of the best monorail projects in the world,” Dikshit said.

In May this year, the CM had announced that the DMRC would construct and run the first monorail network in east Delhi. The Rs 1,600 crore project will include a 11.5-km-long elevated monorail corridor between Shastri Park and Trilokpuri, with 12 stations on its route map.

Monorail project to start next year

NEW DELHI: The monorail project looks set to move into high gear with the Delhi Metro having started work on the revised detailed project report. The work on 10.8km-long Phase I of the monorail, which will run from Shastri Park to Trilokpuri, will start by next year, a DMRC official saids.

"We have received the original DPR that was undertaken by RITES and have started work on the revised DPR. It will be ready in three months," said a senior Delhi Metro Rail Corporation (DRC) official.

The expected ridership of this line in 2017 is 1.37 lakh as per Delhi Metro.

DMRC, which will also give the cost estimate for the project with the DPR, is planning to integrate the monorail alignment with the stations on the Delhi Metro network. "The monorail will intersect with the Delhi Metro at three points – the existing stations in Shastri Park and Nirman Vihar and a Phase III station at Trilokpuri," said the official.

Unlike the original single-way scheme, Delhi Metro is planning to make it a two-way system. "It will not be like the Las Vegas model but rather a two-way system. We are looking into the specifics of the system and the area it will go through first," said the source.

With the monorail going through some very congested colonies, Delhi Metro admits that it will be a "very difficult" line.

"The areas along the alignment are highly populated. We shall have to look at the available land before deciding on factors like viaduct etc." said the official.

Sources said the Delhi Metro had earlier rejected taking the Metro network to these areas because it was so congested.

Last month, Delhi chief minister Sheila Dikshit had announced that the monorail will be extended beyond Trilokpuri to Vishwavidyalaya. Asking officials to ensure early implementation of the project, Dikshit had said that the non-polluting monorail network would ease traffic congestion in various areas in east Delhi.

The existing route from Shastri Park Metro station will pass through Yamuna Pushta Road, Raja Ram Kohli Marg, New Patparganj Road, Sanjay Nagar Lake to terminate parallel and connect Trilokpuri Metro station.

The proposed stations on the approved route are Shastri Park, Kailash Nagar, Gandhi Nagar, Taj Enclave, Geeta Colony, Guru Angad Nagar, Scope Tower, Ganesh Nagar, Mother Dairy, Patpar Ganj, Kotla and Trilokpuri.

Monorail unfit for Delhi: Sreedharan

E Sreedharan, the former Delhi Metro chief, has slammed the Union urban development ministry’s planned monorail project in the Capital, describing the proposal as unfit for the fast-growing metropolis.

"A monorail network will be a massive financial burden on the government.

Its carrying capacity will be just a third of that of the Delhi Metro, but its operating costs will be at least 50% higher," Sreedharan said.

Such a network at the cost of the Delhi Metro’s expansion will be an “erroneous move” by the government, he said.

The union urban development minister, Kamal Nath, had on August 27 asked the Delhi government to plan and propose 14 monorail corridors.

Sreedharan felt the government should expand the nearly 260km Delhi Metro in two more phases after the ongoing Phase 3 was completed.

Phase 3 will add 140km to the Metro network. Sources said the government could reduce the length of the proposed 115km Phase 4 or build monorail corridors instead.

"This step could be taken in the wake of a major land crunch," a source said.

At a recent news conference, chief minister Sheila Dikshit had emphasised the need to take the monorail network to areas that have not had improvement in their transport infrastructure. "The monorail network would offer another smart mode of transportation," she had declared.

"The monorail can at best act as a feeder service for the Delhi Metro, but not as another mode of public transport," Sreedharan had recently said.

While at the helm of the Delhi Metro, Sreedharan had opposed the Delhi government’s plan to build 60km-long monorail corridors ahead of the Commonwealth Games in 2010. The project had not taken off.

Let us accept it. Metro tracks cannot be built in every nook and corner of the city owing to a variety of reasons – congested localities and Ancient Monuments and Archaeological Sites and Remains (Amendment and Validation) Act, 2010, just to names two.

As per the Act, new construction is prohibited within 100 metres of a protected monument and there are restrictions on construction within 100 to 300 metres. Such restrictions are bound to create a problem in the city strewn with hundreds of protected monuments as was evident in November 2011 when the Archaeological Survey of India (ASI) issued a stop-work notice to Delhi Metro Rail Corporation on the proposed Central Secretariat-Kashmere Gate section at Janpath.

Monorail is one solution
So what are the options? Experts believe that rail-based transport systems like monorail and Light Rail Transit System in Delhi should be the available options. In fact, the Delhi Cabinet last month gave in-principle approval for the monorail connectivity between Shastri Park Metro Station and Trilokpuri, via Laxmi Nagar in east Delhi.

“Fast and pollution-free elevated intercity new mode of transport Mono Rail has also been recommended as a mass transit in Master Plan Delhi (MPD) 2021. Besides having less noise as compared to other systems, it will also be aesthetically attractive,” Chief Minister Sheila Dikshit had announced. Monorail will be a realty in Delhi by 2017, she added.

According to a government official, it has been decided that the route will start from Shastri Park Metro Station passing through Yamuna Pushta Road, Rajaram Kohli Marg, Geeta Colony, Patparganj Road, Nirman Vihar Metro Station at Vikas Marg, Ganesh Nagar, New Patparganj Road, Sanjay Lake to terminate parallel with proposed Trilokpuri Metro Station.

The total route length of 10.8 kilometre will have 12 stations — Shastri Park, Kailash Nagar, Gandhi Nagar, Taj Enclave, Geeta Colony, Guru Angad Nagar, Scope Tower, Ganesh Nagar, Mother Diary, Patparganj, Kotla and Trilokpuri. The route will integrate with three Delhi Metro lines – Shastri Park Metro station on Dilshad Garden to Rithala line, Nirman Vihar Metro station on Anand Vihar to Dwarka line and Trilokpuri Metro station on Mukundpur to Yamuna Vihar under-construction line and provide inter-change facility.

“It is expected that initially monorail in east Delhi will have a daily ridership of around 1.5 lakh. The elevated monorail will supplement the existing intercity transport mode, including Delhi Metro,” said the official.

Light rail transit system
Besides Mono Rail, the Delhi Government has also proposed to construct three corridors of Light Rail Transit, covering a 45-km length in Phase 1. The feasibility study for all the corridors has been completed.

It’s a low-cost, low-axle load, eco-friendly, electrically-propelled system with no pollution and low noise and vibrations; can negotiate sharp bends up to 25 metres, minimising need for property acquisition.

दिल्ली के दूसरे हिस्सों में भी चल सकती है मोनो रेल

नई दिल्ली, राज्य ब्यूरो : मेट्रो के बाद दिल्ली में मोनो रेल भी रफ्तार पकड़ सकती है। दिल्ली सरकार द्वारा इस उड़नपरी को पूर्वी दिल्ली में हरी झंडी दिखाए जाने के बाद शहर के अन्य हिस्सों में भी इसके पहुंचने की संभावनाएं प्रबल हो गई हैं।

दिल्ली की मुख्यमंत्री शीला दीक्षित की अगुआई में सरकार की एक उच्चस्तरीय बैठक में पूर्वी दिल्ली के शास्त्री पार्क से त्रिलोकपुरी के बीच करीब 11 किलोमीटर लंबी मोनो रेल लाइन बिछाने की मंजूरी दे दी गई। दिल्ली सरकार के आधिकारिक सूत्रों का कहना है कि बाकी प्रस्तावित लाइनों को भी सरकार ने खारिज नहीं किया है। उन्होंने कहा कि हकीकत यह है कि पूर्वी दिल्ली से शुरुआत की गई है और आने वाले दिनों में अन्य लाइनों पर भी विचार किया जाएगा।

विदित हो कि दिल्ली सरकार ने अपने विजन-2021 में शहर में मोनो रेल की 47.8 किलोमीटर लंबी तीन लाइनें बिछाने का प्रस्ताव किया था। इनमें से पहली लाइन रोहिणी सेक्टर-21 से लाल किले के बीच (28.5 किमी), दूसरी लाइन कल्याणपुरी से पुल मिठाई (15.5 किमी) तथा तीसरी लाइन गुलाबी बाग से दिल्ली विश्वविद्यालय तक (3.8 किमी) बिछाई जानी थी।

दिल्ली सरकार ने इनमें से दूसरी लाइन को छोटा करते हुए इसे शास्त्री पार्क से त्रिलोकपुरी के बीच बिछाने पर सहमति जताई है। इस संबंध में सरकार के अधिकारियों का कहना है कि भविष्य में दिल्ली की सार्वजनिक परिवहन प्रणाली मेट्रो ही होगी। ऐसे में चाहे मोनो रेल हो अथवा बसें हों, इन्हें मेट्रो की सहायक सेवा के तौर पर काम करना है। इसीलिए मोनो रेल की लाइनों को मेट्रो लाइनों से जोड़ा जा रहा है। उन्होंने कहा कि पूर्वी दिल्ली की प्रस्तावित लाइन एक ओर शास्त्री पार्क में दिलशाद गार्डन-रिठाला लाइन से जुड़ेगी तो दूसरी ओर त्रिलोकपुरी में मुकुंदपुर-यमुना विहार लाइन से।

रोहिणी से दिल्ली गेट आने वाली प्रस्तावित लाइन वजीरपुर, शक्ति नगर, आनंद पर्वत और अजमेरी गेट होती हुई जाएगी। अब देखना यह होगा कि मेट्रो की विभिन्न लाइनों से इसका टकराव न हो पाए। इसी प्रकार गुलाबी बाग से दिल्ली विश्वविद्यालय को जाने वाली लाइन शक्ति नगर-कमला नगर होती हुई बिछाई जानी है। इस लाइन के मामले में भी मेट्रो लाइन की बात ध्यान में रखनी होगी।

आधिकारिक सूत्रों ने बताया कि सरकार इन लाइनों पर विचार करेगी। नए सिरे से इनकी फिजिबिलिटी रिपोर्ट तैयार कराई जाएगी। इसके अलावा अन्य नई लाइनों पर भी विचार किया जा सकता है।

यमुनापार के नए इलाकों में मोनो रेल सेवा: शीला

 दिल्ली की मुख्यमंत्री शीला दीक्षित ने शुक्रवार को कहा कि अगले दो तीन वर्ष में मोना रेल सेवा के चालू हो जाने से यमुनापार की सार्वजनिक परिवहन व्यवस्था में बड़ा परिवर्तन नजर आएगा।

श्रीमती दीक्षित ने घोंडा में यमुनापार क्षेत्र विकास बोर्ड की वित्तीय सहायता से तैयार एक सामुदायिक भवन का उद्घाटन करने के अवसर पर कहा कि यमुनापार इलाके में लगातार विकास हुआ है और इस काम में और तेजी लाई जाएगी। उन्होंने कहा कि शास्त्री पार्क से त्रिलोकपुरी तक मोनो रेल चलाए जाने की योजना को पहले ही राज्य सरकार सैद्धांतिक मंजूरी दे चुकी है। यमुनापार के अन्य इलाकों में भी मोनो रेल सेवा उपलब्ध कराने की योजना शीघ्र तैयार की जाएगी। अगले दो तीन वर्षों में मोनो रेल की शुरुआत से यमुनापार की सार्वजनिक परिवहन व्यवस्था में बडा बदलाव दिखेगा। यमुनापार की परिवहन समस्या दूर करने के लिए कुछ वाहन कंपनियों द्वारा बनाई जाने वाली छोटी टैक्सी कारों को सबसे पहले इसी इलाके में चलाया जाएगा।

इस मौके पर यमुनापार विकास बोर्ड के अध्यक्ष नरेन्द्र नाथ (दिल्ली जल बोर्ड के उपाध्यक्ष मतीन अहमद स्थानीय विधायक नरेश गौड और निगम पार्षद सविता शर्मा के अलावा अन्य गण्यमान्य लोग और स्थानीय जनता मौजूद थी।

श्रीमती दीक्षित ने उन्होंने याद दिलाया कि राजधानी में दिल्ली मेट्रो की शुरुआत यमुनापार से की गई थी और वर्तमान में यहां से तीन मेट्रो रुट चल रहे हैं। मेट्रो के तीसरे चरण के विस्तार में भी यमुनापार को नए रुट और नए स्टेशन मिलेंगे।

 इस क्षेत्र में यमुना मुद्रिका सेवा और दिल्ली परिवहन निगम की बेहतरीन सेवा है। उत्तम सड़कों और फ्लाईओवरों के जाल से यातायात बिना रुके चलता रहता है। यमुनापार के इलाके को देखकर कई बार दक्षिण दिल्ली और नई दिल्ली के निवासियों को आश्चर्य होने लगता है।
 
यमुनापार में स्वास्थ्य और शिक्षा सुविधाओं के विस्तार का जिक्र करते हुए श्रीमती दीक्षित ने कहा कि अब इंद्रप्रस्थ विश्वविद्यालय के एक कैम्पस का निर्माण भी यहां शुरु होने वाला है। यमुनापार विकास बोर्ड की वित्तीय सहायता से इस क्षेत्र में 50 सामुदायिक केन्द्र बनाए जा चुके हैं। घोंडा में निर्मित दो मंजिला सामुदायिक केन्द्र 1750 वर्गमीटर क्षेत्र में है। इसमें 60 कारों की पार्किंग की व्यवस्था है। प्रत्येक तल पर एक हाल और दो-दो कमरे हैं। यह भवन भूकंपरोधी है और इसमें अग्निशमन की बेहतरीन व्यवस्था की गई है।

Monorail is finally a reality. The Delhi going to be a reality. The Delhi government on Tuesday gave in-principle approval to construct a 10.8km monorail line in east Delhi.

To connect Shastri Park Metro station with Trilokpuri, the monorail corridor will connect three Metro lines and is expected to have a ridership of about 1.37 lakh every day. A detailed proposal will now be brought in the Cabinet for its formal approval.

Delhi Chief Minister Sheila Dikshit gave the consent to build the line after the Delhi State Industrial and Infrastructure Development Corporation (DSIIDC) -the agency which had proposed the corridor -gave a detailed presentation.

Sheila Dikshit's son Sandeep is the sitting MP from east Delhi parliamentary constituency where the corridor has been proposed.

According to the proposal, the monorail corridor will have 12 stations and will integrate with Metro corridors at Shastri Park (Dilshad GardenRithala line), Nirman Vihar (Dwarka-Anand Vihar-Noida line) and Trilokpuri (on the upcoming Yamuna ViharMukundpur line). The monorail will run on an elevated corridor, which will be built on 9mhigh pillars.

“The monorail will attract sufficient ridership and will provide an intra-city transport service in congested localities of east Delhi where even buses are difficult to ply,“ Dikshit said.

Monorail is a popular public transport system in various modern cities of the world such as Singapore, Kuala Lumpur and Sydney.

The construction of a monorail corridor in Mumbai is in full swing while Bengaluru, Chennai and Ludhiana are also contemplating on having this mode of transport in areas where Metro cannot be built.

Interestingly, this is not the first time the Delhi government has proposed constructing monorail in areas where Metro corridors cannot be built.

The government had earlier planned three routes -Budh Vihar (near Rohini) and Red Fort; Kalyanpuri (east delhi) and Red Fort; and Delhi University and Gulabi Bagh (north Delhi).

The 45km-long network was expected to cost about R7,000 crore. But the government put the proposal on the backburner for the want of funds.

The DSIIDC had also proposed the construction of a 4kmlong monorail corridor from Bapraula in west Delhi to its upcoming Knowledge Park but later dropped the project.

The system is likely to take about five years -from project approval to making it operational -to complete.

According to officials, monorail is the most apt mode of public transport for congested areas where acquiring land is an issue and heavy rail systems like Metro cannot be constructed.

Officials said monorail can take sharp curves and can take steep grades up to 6 per cent to cross obstructions like flyovers.

Delhi govt gives in-principle approval to mono-rail system

NEW DELHI: Commuting through the congested east Delhi may soon become easy with the city government today giving an in-principle approval to a 10.8 km mono-rail system which will be connected to the Metro lines.

The government plans to connect Shastri Park with Laxmi Nagar via Trilokpuri through a mono-rail having 12 stations from where commuters can access the system.

The new system is expected to supplement the existing inter-city transport modes like the Metro. The project is being developed in a way that the new system makes it possible to interchange with three Delhi Metro lines.

The in-principle approval came at a high-level meeting chaired by Delhi Chief Minister Sheila Dikshit and attended by Ministers A K Walia, Arvinder Singh Lovely and Ramakant Goswami, East Delhi MP Sandeep Dikshit, Chief Secretary P K Tripathi and Principal Secretary Chandaramohan.

"East Delhi will become the first in the city to welcome the introduction of another fast, convenient, dependable and pollution free elevated inter-city new mode of transport. In- principle approval was today given in a high-level meeting presided over by Dikshit," a senior official said.

A presentation based on a study conducted by RITES Ltd on mono-rail was given in the meeting. It was also decided to place this issue before the Cabinet to seek its formal approval to this effect, the official said.

Dikshit said it has been decided that a detailed note will be discussed in a Cabinet meeting to give a formal approval.

The mono-rail is expected to attract a daily ridership of around 1.5 lakh and will be able to provide an inter-city transport service in congested localities in East Delhi where the Delhi Metro and even buses are difficult to ply.

Baprola link: Monorail unviable, BRT on table

NEW DELHI: Declaring the monorail link a financially unviable option, RITES, a transport and infrastructure consultancy, has in a report to the state government recommended that a high speed Bus Road Transit (BRT) elevated corridor should be constructed instead. The report states the BRT will provide easy access to people who choose to travel to far-flung areas like Baprola which is ahead of the Dwarka Mor Metro station. If the government accepts these recommendations then Delhi will be the first city in the country to boast of an elevated BRT.

The Delhi State Industrial and Infrastructure Development Corporation (DSIIDC) had commissioned Rail India Transit & Economic Services (RITES) consultancy to carry out a techno-economic feasibility study and prepare a detailed project report on a mass transit channel that could link the capital with a Knowledge Based Industrial (KBI) hub which is to be set-up at Baprola in west Delhi. The RITES report will now be put before the state government for approval. If the government clears the project, DSIIDC is targetting a completion deadline of 2015.

In its final report submitted to DSIIDC, RITES pointed out that introducing sophisticated transit systems for short length routes is very costly and hence monorail may not be ideal for the 4.5 kilometre long alignment between the Dwarka Modh metro station to the site of the KBI hub. Instead the report states "The bus/road based systems are ideally suited for the last mile connectivity as it is the least costly solution" In its report to DSIIDC, RITES says that having an at grade (on ground) BRT system between Dwarka Metro station and the KBI hub will not be suitable as people living on either sides of the corridor will try to cross the roads which will affect the level of service and bring down travel speed and the image of the system for users.

"In view of these reasons it is recommended to provide a grade separated (elevated) closed bus rapid transit system for the corridor," the report states. RITES suggests developing the BRT corridor in two phases, with the first one covering the distance of 4.5km between Dwarka Metro station to the KBI Park at an estimated cost of Rs 335.62 crore. The next phase, which would extend the corridor to Mundka linking the metro station there from the northwest of Delhi to the KBI hub, is estimated to cost about Rs 403 crore. Both phases taken together would add nearly 12 km of elevated BRT to the city's road transport network.

Spread over 63.97 acres, the KBI complex proposes to make room for industries of the future and provide direct employment to over 1 lakh people and indirect employment to 1,70,000 people. A group housing over 4.9 acres is also proposed here to make some room for providing space for housing within Delhi.

The Baprola complex, developed on a "green building concept," is likely to come up at a cost of over Rs 1,500 crore. It is proposed to be developed on a self financing model. The proposal has already been cleared by the state government and DSIIDC is in the process of finalizing the architectural consultant to prepare the final drawings and layout of the project.

The government is exploring the possibility of giving the Capital its first monorail link in East Delhi, between Shastri Park and Trilokpuri, with a new preliminary study stating the project is feasible.

Transport and infrastructure consultancy firm RITES gave a presentation about the broad outline of the new corridor to senior government officials on Monday.

According to the proposal, a new 11.5-kilometre-long elevated monorail corridor could be constructed between Shastri Park and Trilokpuri, with 12 stations on its route map, a senior government official told Newsline.

“The proposal pegs the project cost at Rs 1,655 crore. The report by RITES is a detailed one, taking into account logistics involved in the project, and it concludes that it is feasible to construct the link,” said a senior official of the Delhi State Industrial and Infrastructure Development Corporation, which is handling the project.

The presentation by RITES was attended by senior officials from the Chief Minister’s Office, the Chief Secretary and senior officials from the departments of Transport, Industries, Urban Development and Public Works, among others.

A senior official overseeing the proposal said, officials will now begin studying the RITES feasibility report and give it shape before it can be put before the government for approval.

“The project is still in its early stages. We were waiting for the feasibility report, that has turned out to be quite positive. So, we are upbeat about the project,” the official said.

A senior Industries department official said RITES had first proposed monorail corridors as a feasible transport option in its transport development plan prepared in 2005.

“In 2010, it (RITES) renewed the plan and proposed that a monorail corridor could be constructed between Rohini and Kalyanpuri. That project didn’t really take off,” the official said.

Subsequently, RITES proposed a fresh corridor, from Shastri Park to Trilokpuri, this time integrating the corridor with the various lines of the Delhi Metro, the official said.

After giving Delhi one of the most advanced Metro systems and a fleet of swanky air-conditioned buses, the Delhi government is mulling over introducing yet another public transport system – the Monorail. The Delhi State Industrial and Infrastructure Development Corporation (DSIIDC) has

suggested a 10.4-km monorail corridor – from Shastri Park to Trilokpuri in east Delhi – to ease traffic and  provide the National Capital an alternative mode of transport. 

"Monorail seems a perfect mode for mass transit in congested areas such as east Delhi where Metro cannot be constructed and roads are too crowded for frequent movement of buses," Delhi Industry minister Ramakant Goswami said. "We will now take up the proposal to chief minister Sheila Dikshit, and if required, will also go to the Cabinet for its nod," Goswami added.

According to the proposal prepared by Rail India Technical and Economic Services (RITES) – a transport and infrastructure consultancy company – the 10.4-km corridor will have 12 stations and will cut through some most congested parts of east Delhi .

"It will also integrate with three different Metro corridors at Shastri Park (Rithala-Dilshad garden line), Nirman Vihar (Anand Vihar-Dwarka line) and Trilokpuri (Mukundpur-Yamuna Vihar line in phase III). At the commissioning of the system in 2017, Monorail will have the capacity to ferry about 8,000 passengers per hour per direction and will have the daily ridership of 1.37 lakh passengers," a DSIIDC official said.

The system is likely to take about five years to complete. According to the officials, monorail can take sharp curves and can take steep grades up to 6% to cross obstructions.

Interestingly, this is not the first time that the government is contemplating monorail for the city. RITES, in one of its previous studies for transport department, had suggested three monorail corridors for Delhi. The project, however, could not take shape due to want of money.

"We understand that the government may not invest such huge money and it may not be a commercially viable option for a private company to construct and operate the system on its own. We have suggested formation of a special purpose vehicle, jointly by a private company and the government, which will raise money through soft loans," an official said.

The DSIIDC officials said that several international companies such as Scomi (which is constructing monorail in Mumbai), Bombardier (which has provided rolling stock to DMRC) and Hitachi (working on a project in Ludhiana) have shown interest in building the project.

Delhi Chief Secretary has seen review about monorail project: Sheila Dikshit

Delhi Chief Minister Sheila Dikshit on Saturday said that a presentation of the much awaited monorail project has been sent to Delhi Chief Secretary Rakesh Mehta, and decision would soon be taken. Dikshit said this while inaugurating a foot over bridge in the national capital.

"Chief Secretary has seen a review about the monorail. I do not know the details of the review. We will get to know about it on Monday (January 24) or Tuesday (January 25)," Dikshit said. According to reports, the Delhi monorail project would have three lines as proposed by the government, and the speed of the trains is anticipated to be faster than the currently running Delhi metro rail.

On the sidelines of the foot over bridge's inauguration ceremony, Dikshit wished a safe and prosperous Republic Day to be celebrated nationwide on January 26.

"I give my best wishes to the people. I pray that our country prospers more. The Republic Day is one of the major festivals for Indians," the Delhi Chief Minister said. (ANI)

NEW DELHI: With the first phase of the Mumbai monorail project scheduled to take off by the end of this month, the Malaysian global infrastructure provider through its outfit Scomi Engineering Bhd is now turning its attention to Delhi and other metro townships in India to provide a smooth alternative as part of their integrated multi-modal transport system strategy.

The Scomi Group has already made presentations to the Delhi Government for certain routes and has been encouraged by the response. The Delhi Government is also keen on introducing a monorail system to act as a feeder in congested areas at a lower cost. It is understood that it has finalised three corridors on monorail covering a length of around 47.8 km in the first phase.

“We have made presentations to Chief Minister Sheila Dikshit and other officials in Delhi and are keen on replicating our Mumbai experience here especially when the Maharashtra Government has approved another 100 km of monorail corridor in Mumbai in addition to the present 45 km track that is under way. We feel that monorail will provide the necessary integration with the present rail and road transportation system in the Capital within a shorter time and at a much lesser cost,” said Scomi International president Kanesan Vellupillai here.

The feasibility study for the corridors has been completed and the routes which have been shortlisted include Rohini Sector 21-Red Fort via Wazirpur-Shakti Nagar-Anand Parbat-Ajmeri Gate-Delhi Gate (28.5 km); Kalyanpuri-Pul Mithai via Scope Tower-Geeta Colony-Shanti Van-Red Fort-Old Delhi Railway Station (15.5 km) and Gulabi Bagh-Delhi University via Shakti Nagar-Kamla Nagar-Guru Tegh Bahadur Road (3.8 km).

However, Mr. Vellupillai said all these projects are likely to take shape and get priority only after the Commonwealth Games this year.

The Delhi Government has proposed to construct 3 corridors of Monorail, covering a length of 47.8 km in Phase 1. The feasibility study for the corridors has been completed.

What is Mono Rail?

  • A medium capacity system for mass transportation in urban areas up to 25,000 PHPDT.
