Did not get a flat in DDA draw? Explore options in the NCR

Hunoos Dilli door ast (It is still a long way to Delhi)! Those who did not find their names in the recent DDA draw might be feeling a little low as they may not be able to purchase a house in the capital with no DDA scheme in the near future. Experts, though, say that there is no point in cursing fate – they aver that it is time to think beyond the capital.

While the NCR cities close to Delhi are still no match for the national capital, fact is that if serious end users continue to wait for long to find a house in Delhi, they may even miss the housing options in the NCR, altogether.
"I think there are several options available in the NCR, since Delhi does not have many projects on offer.

Everybody has been eagerly awaiting the DDA draw, and hoping for another draw is a farfetched option; genuine buyers must start looking for alternatives . Areas like Ghaziabad will see an upsurge in the number of buyers due to their close proximity to Delhi and better infrastructure facilities. In Ghaziabad, demand will further increase, especially in areas like Indirapuram, Mohan Nagar, and with the Metro reaching places like Vaishali, Vasundhara and Raj Nagar Extension, this will be a golden opportunity for genuine buyers to invest," says Vijay Jindal, CMD of SVP Group.

Realty experts say that all those who have not booked a DDA flat must think of the NCR now. The overall development is pushing prices there too, but one can still get plenty of affordable real estate opportunities in places like Ghaziabad, Faridabad , Noida, Greater Noida, Raj Nagar Extension and Gurgaon. Gurgaon and Noida are already going out of the reach of salaried class. However, other key NCR towns seem to be good options for all those who could not find their names in the list of lucky winners of the DDA draw.

Admittedly, the rates in both Noida and Gurgaon are hitting the roof and it is advisable to book a flat wherever your budget permits before all these places also register unaffordable prices for the middlesegment pockets.
A spokesman of the Raheja Group says that for the unlucky ones in the DDA scheme, there are ample options in the NCR in developing locations, which are still not over-priced . They can weigh opportunities in Ghaziabad, Faridabad, Noida as well as Gurgaon.

Experts say that many prospective buyers were waiting for the DDA housing scheme's draw to get over before they make a decision about buying a house.

Devinder Gupta of Century 21 realty consultancy predicts a flurry of activity in the real estate market of the NCR in the weeks and months ahead. This will give a boost to real estate market as many of the more than seven-lakh applicants would now look for a dream home. "I am sure serious buyers would seal a deal in the NCR rather than wait any more," says Gupta.

Realtors say that Noida, Ghaziabad , Faridabad and Greater Noida will see some big launches in the next few months and these areas will benefit from the increased demand . In a couple of months, as the summer vacation for schools begin, many people will start their house hunting mission with gusto.

Saed Ansari, an anchor for News 24, says that when he shifted to Delhi after working in Star News in Mumbai a couple of years ago, he booked a flat in Noida without wasting any time. "I thought that was my most sane decision. I am very happy in Noida and who knows, I may buy another one in Noida or Greater Noida," Ansari says.

"Of the 7.4 lakh people who couldn't get a flat, at least 3.5 lakh are serious buyers and still need flats. This demand will result in a boom," says Alimuddin Rafi Ahmed, the CMD of ILD Group. He believes the entire NCR would be a beneficiary.

Arun Mohan, advocate and author of "Affordable Housing" , says that despite some shortcomings in terms of infrastructure, the NCR towns are coming up very well.

"It is advisable that all those who do not have a generous budget book their flats in the NCR. Who would have thought that ten years ago, places like Noida and Gurgaon will grow so much. All those who have invested in these places are reaping the benefits."

DDA draw: There is still hope for 600 on wait list

NEW DELHI: Those who were not allotted flats under the Delhi Development Authority's housing scheme may still get lucky. Under the scheme, there is a waiting list of 600 applicants who can get lucky in case of any surrender or cancellation by the 16,118 successful allottees.

“There is a waiting list of 600 applicants which was compiled during the draw of lots. These people will be allotted a flat only in the event of cancellation or surrender by one of the successful allottees. Any cancellation or surrender can happen within a month at nominal charges,'' said a DDA official.

According to the procedure, an allotment letter will be issued within the next 15 days to all successful allottees. After receiving the letter, the allottee has to come to the DDA office with all original documents for verification of genuineness of the documents as well as the identity of the applicants and a demand letter will be issued to the successful allottees thereafter. “In case, all their papers are not in place, their allotment will be cancelled,'' said the official.

Thereafter, around 180 days time will be given for submission of documents and payment of money, out of which 90 days will be without interest and additional 90 days with interest. After submission of all the documents and the money by the applicant, possession processing will take about 60 days. “The money has to be paid through the allottee's bank account and the account details are sent to the income-tax department so that they can verify these details,'' said the official.

Draw of lots held for DDA housing scheme 2010

 NEW DELHI: The much-awaited biggest draw of lots for 16,000 flats offered by the Delhi Development Authority(DDA) for which 7.53 lakh applicants are vying was held today in nearby Noida amid tight security.

With DDA restricting entry, hundreds of applicants gathered outside the Sector-62 office of the Centre for Development of Advanced Computing(CDAC), whose help was taken by the DelhiDevelopment Authority for the draw which went on for two hours and 45 minutes.

Officials said the results were likely to be uploaded on the DDA website by late tonight. It will be published in newspapers too.

Only a handful of mediapersons were allowed into a hall on the premises where the process was screened while draw panelists, independent senior observers from diverse fields and DDA officials were inside for the draw.

The DDA had earlier said that as there is limited space at the CDACpremises, it will be difficult to accommodate everyone wishing to witness the draw. For the first time, it was held in Noida and not in the DDA headquarters here.

However, many applicants were heard complaining that the process should have been open while some mediapersons were unhappy over not being allowed inside.

A large number of police and PACpersonnel were deployed in and around the building while traffic was diverted in the area. Fire engines were parked to handle any eventuality.

7.53 lakh applicants are vying for the flats, located in areas like Vasant Kunj, Mukherjee Nagar, Motia Khan, Jasola, Dwarka, Rohini, Narela, Jaffarabad, Kondli and Gharoli. There are one, two and three bedroom flats with the prices ranging from Rs 9 lakh to Rs Rs 1.12 crore.

The housing scheme was launched on November 25, 2010. Asked about the allegations of irregularities that had cropped up during the last draw of lots for its housing scheme, Delhi Development Authority officials had earlier said that all necessary checks and balances were in place.

"The draw is being held in Noida only due to the fact that the number of applicants and the number of flats being allotted under the scheme is high as compared to earlier schemes. CDAC has better wherewithal and expertise to conduct the draw of such a magnitude and it is not possible to transport the equipment from there," an official had said.

NEW DELHI: The wait to know whether you will be able to own a flat in Delhi ends in a couple of days as the DDA holds a draw of lots tomorrow for 16,000 flats offered under its latest housing scheme.

Some 7.53 lakh applicants are vying for the flats, located in areas like Vasant Kunj, Mukherjee Nagar , Motia Khan , Jasola , Dwarka, Rohini, Narela, Jaffarabad, Kondli and Gharoli. There are one, two and three bedroom flats with the prices ranging from Rs 9 lakh to Rs Rs 1.12 crore.

The results of the draw, the biggest ever in the history of DDA, will be uploaded on DDA website and published in newspapers by April 19. The allotment might be given by the end of the year.

The housing scheme was launched on November 25, 2010. Asked about the allegations of irregularities that had cropped up during the last draw of lots for its housing scheme, Delhi Development Authority officials said all necessary checks and balances are in place.

"The draw is being held in a transparent manner in the presence of independent senior observers from diverse fields," an official of the housing agency said.

डीडीए का ड्रॉ कल, तैयार कर लें डॉक्युमेंट्स

नई दिल्ली।। डीडीए हाउसिंग स्कीम का ड्रॉ निकलने में अब बस आज का दिन बचा है। लकी ड्रॉ में जिन आवेदकों का फ्लैट निकलेगा, उन्हें फ्लैट पाने के लिए कई दस्तावेज पेश करने होंगे और कई औपचारिकताएं भी निभानी होंगी। इसके लिए डीडीए पर्याप्त समय देता है, लेकिन अगर पहले ही इसकी तैयारी कर ली जाए तो बेहतर है। जो आवेदक फ्लैट पाने में नाकाम रहेंगे, उन्हें जमा की गई रजिस्ट्रेशन मनी वापस मिल जाएंगी।

 

 

ऐसे मिलेगा फ्लैट
डीडीए अधिकारी ने बताया कि जो भी फ्लैट निकलेंगे, उनका अलॉटमेंट फ्री-होल्ड आधार पर किया जाएगा। इसके लिए आवेदक को पासबुक या फिर बैंक स्टेटमेंट की कॉपी देनी होगी, जो इस बात का सबूत होगी कि आपने ही अलॉटमेंट रकम जमा कराई है। कॉपी पर बैंक मैनेजर के साइन होने चाहिए। स्टैम्प कलेक्टर के ऑफिस से स्टैम्प लगी कन्वींस डीड जमा करनी होगी। यह फॉर्म डीडीए डिमांड लेटर के साथ आपको भेजेगा।

आवेदक को तीन शपथपत्र देने होंगे। एक शपथपत्र यह देना होगा कि मेरे, पत्नी/पति और आश्रित बच्चों के पास दिल्ली में कोई प्लॉट या फ्लैट नहीं है। पति और पत्नी, दोनों को ही शादी का शपथपत्र देना होगा। इसके अलावा वचनपत्र (अंडरटेकिंग) देना होगा कि डीडीए की सभी शर्तें मान्य हैं। इसके साथ ही पहचान का और आवासीय पते का प्रूफ और पैन कार्ड की कॉपी देनी होगी। ड्रॉ निकलने के 90 दिनों के भीतर पूरा पेमेंट करना जरूरी है। ऐसा न होने पर 180 दिनों तक 15 पर्सेंट इंटरेस्ट लगेगा। तब तक भी अगर पैसा जमा नहीं किया तो फ्लैट का अलॉटमेंट खुद ही कैंसल हो जाएगा।

वेटिंग लिस्ट भी होगी
डीडीए अधिकारी ने बताया कि ड्रॉ के साथ ही प्रायॉरिटी के क्रम में 600 आवेदकों की एक वेटिंग लिस्ट भी जारी की जाएगी। यह लिस्ट डिमांड लेटर जारी होने के 9 महीने बाद तक ही वैध होगी। अगर कुछ फ्लैट वापस होते हैं या कैंसल होते हैं तो वेटिंग लिस्ट के लिए बाद में अलग से ड्रॉ किया जाएगा।

रजिस्ट्रेशन मनी की वापसी
जो आवेदक असफल होंगे, उन्हें इसी महीने के आखिर तक जमा की गई रजिस्ट्रेशन मनी वापस हो जाएगी। रजिस्ट्रेशन मनी उसी बैंक से वापस की जाएगी, जहां उन्होंने हाउसिंग स्कीम के लिए आवेदन किया था। बैंक खुद आवेदकों को चेक भेजेगा। असफल आवेदकों के साथ वेटिंग लिस्ट में शामिल आवेदकों को भी रजिस्ट्रेशन मनी वापस की जाएगी।

अगर नहीं चाहिए फ्लैट
अगर ड्रॉ में आपका फ्लैट निकल गया लेकिन आप उसे लेने के इच्छुक नहीं हैं तो उसे वापस कर सकते हैं। पिछली हाउसिंग स्कीम में भी कई लोगों ने फ्लैट वापस किए थे। सफल आवेदक के पास पजेशन लेटर जारी होने से पहले फ्लैट लौटाने का विकल्प है। अगर पजेशन लेटर जारी होने से पहले फ्लैट लौटा दें तो कोई कैंसलेशन चार्ज नहीं लगेगा, पर इसके बाद चार्ज लगेगा। पजेशन लेटर जारी होने के दिन से 29 दिन तक जनता फ्लैट और दूसरे फ्लैट के लिए 1000 रुपये का चार्ज, 30वें दिन से 59 दिन तक 2000 या 5000 रुपये का चार्ज लगेगा। वक्त बढ़ने के बाद यह चार्ज भी बढ़ता जाएगा। अगर 180 दिन बीत गए तब जनता फ्लैट के लिए 35,000 रुपये अन्य फ्लैट के लिए एक लाख रुपये का चार्ज लगेगा।

झूठे दस्तावेज न दें
डीडीए सफल आवेदकों के सभी डॉक्युमेंट्स की जांच कराएगा। अगर आवेदक के कोई भी दस्तावेज झूठे पाए गए तो डीडीए अलॉटमेंट कैंसल कर देगा। डीडीए के अधिकारी ने बताया कि अगर किसी ने एक से ज्यादा आवेदन किया है, झूठा शपथपत्र दिया है, गलत पैन कार्ड दिया है या मांगी गई कोई भी जानकारी गलत दी है तो किसी भी स्टेज पर दिया गया फ्लैट कैंसल माना जाएगा। इसके साथ ही आवेदक ने जो रजिस्ट्रेशन मनी जमा की है, वह भी जब्त कर ली जाएगी।

सोमवार का ड्रॉ लाएगा मंगल!

घर का सपना देख रहे 7.5 लाख लोगों का इंतजार सोमवार को खत्म होगा। हालांकि किसे घर मिला है और किसे नहीं , इसका पता मंगलवार को चलेगा। सोमवार को सुबह 11:30 बजे नोएडा में डीडीए हाउसिंग स्कीम का ड्रॉ होगा। हर बार हाउसिंग स्कीम का ड्रॉ डीडीए मुख्यालय विकास सदन में होता था लेकिन इस बार यह नोएडा के सेक्टर -62 में स्थित सेंटर फॉर डिवेलपमेंट ऑफ एडवांस कंप्यूटिंग ( सीडैक ) के मुख्यालय में होगा। इस हाउसिंग स्कीम में 16,000 से ज्यादा फ्लैट अलॉट किए जाएंगे। पहली बार जनता फ्लैट को भी हाउसिंग स्कीम में शामिल किया गया है।

डीडीए की पीआर कमिश्नर नीमो धर ने कहा कि इस बार बहुत बड़ी संख्या में आवेदक होने की वजह से सीडैक में ड्रॉ किया जा रहा है। डीडीए के पास जो इंतजाम हैं , वे इतने बड़े ड्रॉ के लिए काफी नहीं हैं और सीडैक के पास इतने बड़े स्तर में ड्रॉ करने की विशेषज्ञता है। ड्रॉ के लिए जरूरी इक्विपमेंट्स को नोएडा से विकास सदन नहीं लाया जा सकता , इसलिए ड्रॉ वहीं कराया जा रहा है। हालांकि ड्रॉ डीडीए की ही देखरेख में होगा।

हर कोई नहीं देख पाएगा ड्रॉ

नीमो धर ने कहा कि ड्रॉ पूरी तरह कंप्यूटराइज्ड और पारदर्शी होगा। ड्रॉ में अलग – अलग फील्ड के ऑब्जर्वर मौजूद रहेंगे। सीडैक मुख्यालय के बेसमेंट में ड्रॉ होगा और ऊपर के फ्लोर में बने हॉल में एक स्क्रीन लगाई जाएगी , जिसमें ड्रॉ को लाइव देखा जा सकेगा। यह हॉल बेहद छोटा है जिसमें करीब 20 लोग ही आ सकते हैं इसलिए सिर्फ कुछ लोगों को ही इसमें जाने की इजाजत होगी। जब विकास सदन में ड्रॉ होता था , तब भी सारे लोग नहीं आ पाते थे लेकिन वहां इससे ज्यादा जगह थी इसलिए थोड़े ज्यादा लोग ड्रॉ देख पाते थे।

ऐसे निकलेगा ड्रॉ
सभी आवेदकों के फॉर्म के सीरियल नंबर उस कंप्यूटर में डाले जाएंगे , जिससे ड्रॉ होना है। कंप्यूटर इन सारे नंबरों को मिक्स करेगा और उसके बाद इन नंबरों को एक नया नंबर देगा। जैसे अगर आपके फॉर्म का नंबर पांच है तो हो सकता है कि कंप्यूटर में उसका रेंडमाइज नंबर एक हो। रेंडमाइज नंबर और ओरिजिनल नंबर की पूरी लिस्ट कंप्यूटर में सेव रहती है। अगर चाहें तो इस लिस्ट का प्रिंट भी निकाला जा सकता है। इसके बाद जजों की भूमिका आती है। जैसे अगर फॉर्म लाखों में हैं तो हर यूनिट का एक गिलास रखा जाएगा। उसमें 0 से 9 तक के नंबर होंगे। जज अलग – अलग गिलास से एक – एक नंबर की पर्ची निकालेंगे। जैसे लाख वाले गिलास से तीन नंबर की पर्ची , दस हजार वाले से 5 नंबर की , हजार वाले से 4 नंबर की , सैकड़े वाले गिलास से तीन नंबर की , दहाई से जीरो नंबर और इकाई से एक नंबर की पर्ची निकलती है , तो मिलकर नंबर बन जाएगा 354301 और यह होगा पहला लकी ड्रॉ। इसके लिए तीन जज चुने जाएंगे , जो कि सीनियर अधिकारी या मीडिया के लोग होंगे। फिर इस नंबर को कंप्यूटर में फीड किया जाएगा और कंप्यूटर इस नंबर की प्रायॉरिटी चेक कर इसे इसकी पहली प्रायॉरिटी का फ्लैट अलॉट कर देगा।

इस प्रक्रिया में 20-25 मिनट लगेंगे। इसके बाद कंप्यूटर खुद ड्रॉ करता जाएगा। वह एक नंबर पिक करेगा फिर उसकी प्रायॉरिटी लिस्ट में एक से पांच तक जाएगा। अगर पहली प्रायॉरिटी में फ्लैट उपलब्ध है , तो वह मिल जाएगा , नहीं तो दूसरा , तीसरा , चौथा या पांचवां। यह भी मुमकिन है कि कंप्यूटर आपका नंबर पिक कर ले और फिर जब प्रायॉरिटी लिस्ट चेक करे तो आपकी प्रायॉरिटी के सारे फ्लैट पहले ही अलॉट हो चुके हों , तो ड्रॉ निकलने के बाद भी आपका फ्लैट निकलने का सपना पूरा नहीं हो पाएगा। ऐसा नहीं होगा कि जो फ्लैट बचे हैं , उनमें से आपको दे दिया जाए। फ्लैट वही मिलेगा , जो आपकी प्रायॉरिटी प्रायोरिटी लस्ट में होगा।

ऐसे जानें रिजल्ट
इस बार रिजल्ट की लिस्ट विकास सदन में नहीं लगाई जाएगी। आपका फ्लैट निकला है या नहीं , इसके लिए आप मंगलवार को डीडीए की वेबसाइट dda.org.in देख सकते हैं। डीडीए पीआर कमिश्नर नीमो धर ने बताया रिजल्ट 19 अप्रैल को डीडीए वेबसाइट के साथ ही अखबारों में भी प्रकाशित किया जाएगा।

DDA explains why draw of lots for flats in Noida

NEW DELHI: The Delhi Development Authorityon Friday clarified its holding the draw of lots of " DDA Housing Scheme- 2010" in Noida because the CDACoffice is located there and it has the expertise to handle an exercise of this magnitude.

In a press release, DDA claimed that the draw is being held in NOIDA "only due to the fact that the number of applicants of this particular scheme and also the number of flats being allotted under the scheme is high as compared to earlier schemes. CDAC has better wherewithal and expertise to conduct the draw of such a magnitude and as it is not possible to transport the requisite equipment from Noida to Vikas Sadan, the draw is being held at CDAC headquarters in Noida."

The authority claimed that there was no need for any applicant to have any apprehension since "the draw is totally computerized and is being held in a transparent manner in the presence of independent senior observers from diverse fields". It cited limited space in CDAC premises as a reason for not opening the draw to the public – there are 7.53 lakh applicants.

नई दिल्ली | डीडीए की जनसंपर्क आयुक्त नीमोधर ने बताया जिन लोगों के नाम ड्रॉ निकलेगा उन्हें 90 दिनों के भीतर पेमेंट करना होगा। उसके बाद 15 पर्सेट इंटरेस्ट लगेगा। अगर 180 दिनों में पेमेंट नहीं हुआ तो उनके नाम का ड्रा खुद ही रद हो जाएगा। जिनके नाम का ड्रॉ नहीं निकलेगा उन्हें अप्रैल के अंत तक पैसे वापस हो जाएंगे। गौरतलब है कि आवेदन के साथ 50 हजार से लेकर 1.50 लाख रुपये तक रजिस्ट्रेशन फी देना पड़ा था। इसके पहले डीडीए के वेबसाइट पर फार्म कमी दूर करने की प्रक्रिया पूरी कर ली गई है। नोएडा में क्यों होगा ड्रा : नोएडा के सीडैक परिसर में डीडीए की आवास योजना-2010 के ड्रॉ निकाला जाएगा। डीडीए का कहना है कि नोएडा में ड्रॉ केवल इसी कारण से किया जा रहा है कि पहले की योजनाओं की तुलना में इस विशेष योजना के आवेदकों की संख्या और इस योजना के अंतर्गत आवंटित किए जा रहे फ्लैटों की संख्या बहुत ज्यादा है। सीडैक के पास इतने बड़े ड्रॉ निकालने के लिए आवश्यक साधन हैं और आवश्यक साधनों को नोएडा से विकास सदन लाना संभव नहीं है। इसलिए सीडैक मुख्यालय, नोएडा में ड्रॉ निकाला जा रहा है। डीडीए की जनसंपर्क आयुक्त नीमोधर का कहना है कि विभिन्न क्षेत्रों के निष्पक्ष वरिष्ठ निरीक्षकों की उपस्थिति में पारदर्शी ढंग से किया जा रहा है यह ड्रॉ पूर्णतया कम्प्यूटरीकृत है। चूंकि सीडैक परिसर में सीमित जगह है इसलिए ड्रा का साक्षी बनने के लिए प्रत्येक को स्थान देना मुश्किल है। ड्रॉ का परिणाम दिनांक 19 अप्रैल को डीडीए की वेबसाइट पर डाल दिया जाएगा और समाचार पत्रों में प्रकाशित किया जाएगा। उनका कहना है कि डीडीए अपनी जिम्मेदारियों के प्रति पूर्ण सजग है। इसलिए नोएडा में निकला जा रहे ड्रॉ या ड्रॉ की प्रक्रिया के संबंध में किसी को भी आशंकित नहीं होना चाहिए।

NEW DELHI: Your dreams of owning a house under Delhi Development Authority's (DDA) housing scheme could soon turn into reality. DDA is going to hold a draw of lots to select the successful applicants next Monday. According to the land agency, this housing scheme is the biggest ever with 16,000 flats on offer. A total of 7.4 lakh people have applied under the scheme. The possession of flats will, however, take place towards the end of the year only.

This time the draw of lots will not take place at Vikas Sadan, DDA's headquarters, but will take place in Noida. "The draw will take place in the office of another central government department, CDAC, located in Noida. A big screen TV will be put up outside their office for anyone who wants to view the process live. No outsiders will be allowed to enter the hall where the draw will be held as the premises is not large enough," said a DDA official.

The one, two and three bedroom flats that are on offer are located in areas like Vasant Kunj, Mukherjee Nagar, Motia Khan, Jasola, Dwarka, Rohini, Narela, Jaffarabad, Kondli and Gharoli. There is a mix of one-bedroom, two-bedroom and three-bedroom houses and the prices range from Rs 9 lakh to Rs 1.12 crore.

The housing scheme was launched on November 25, 2010, and the registration amount varied from Rs 1.5 lakh to Rs 50,000 depending on the type of flat. "The names of the successful applicants will be on the DDA website -www.dda.org.in – and will also be published in major newspapers," said an official.

After the draw of lots is over, the allotment-cum-demand letters will be dispatched through post. The registration fee which was deposited at the time of application will be returned to the unsuccessful applicants by the end of April. "The person's bank shall be responsible for the dispatch of refund cheques to the unsuccessful applicants," said an official.

Meanwhile, the allottee will be liable to make the payment for the flats within 90 days from the date of issue of demand letter without interest. Thereafter, the allottee is liable to deposit the amount in not more than 90 days along with payment of 15% interest. If the payment is not made within 180 days, including the interest – from the date of demand letter – allotment of the flat will be automatically cancelled. All allotments shall be made on freehold basis. However, the title will be transferred only when conveyance deed is executed in favour of the allottee and is registered in the office of sub-registrar," added an official.

The draw of lots for 5,238 DDA flats that took place on December 16, 2008, had stirred quite a controversy.

Unlike its previous housing scheme, this time the draw of lots will not happen at Vikas Sadan, DDA's headquarter. "The draw will take place behind closed doors in the office of another central government department, located in Noida," said a senior DDA official who didn't wish to be named.

"No outsiders will be allowed to enter the hall where the draw will be held as the premises are not large enough," he added.

The names of the successful applicants will be put on the DDA website www.dda.org.in and will also be published in major newspapers.

Out of all those who had applied in the housing scheme, the approximate number of those found eligible is 7.4 lakh. The registration amount of Rs1.5 lakh, which were deposited at the time of application, will be returned to unsuccessful applicants after some time.

The scheme was kept open from November 25 and December 24 and DDA had said then that the draw would be held within four months after the last day of closure.

नोएडा में होगा डीडीए हाउसिंग स्कीम का ड्रॉ

नई दिल्ली.डीडीए की हाउसिंग स्कीम-2010 का ड्रॉ नोएडा में निकाले जाने की तैयारी हो रही है। यह पहली बार होगा जब किसी आवासीय योजना का ड्रॉ डीडीए मुख्यालय विकास सदन के बाहर किया जाएगा।

यह ड्रॉ नोएडा स्थित सेंटर फॉर डेवलपमेंट एडवांस कम्प्यूटिंग (सीडैक) कंपनी के कार्यालय में किया जाएगा। हालांकि, पूरी प्रक्रिया डीडीए अधिकारियों की देखरेख में ही संपन्न होगी। इसके लिए आईआईटी विशेषज्ञ व जज को विशेष तौर पर आमंत्रित किया जा रहा है।

डीडीए अधिकारियों का कहना है कि पहली बार 16 हजार से अधिक फ्लैट्स का ड्रॉ एक साथ किया जा रहा है। लिहाजा, इतने बड़े पैमाने पर फ्लैट्स ड्रॉ करने के लिए काफी संसाधनों की जरूरत है। इसको देखते हुए डीडीए ने तमाम तरह की कवायद पूरी कर ली है।

इसी सिलसिले में सीडैक के अधिकारियों के साथ बैठक भी की गई है, ताकि ड्रा में किसी प्रकार की गड़बड़ी न हो।

साढ़े सात लाख आवेदकों में सोलह हजार से अधिक लोगों के लिए लकी ड्रा निकाला जाना है। सूत्रों की मानें तो डीडीए के अधिकारों में कटौती के खिलाफ ड्रॉ के दिन डीडीए के कर्मचारियों ने विरोध करने का फैसला किया है।

शायद इस वजह से फ्लैट्स का ड्रॉ दिल्ली के बजाय नोएडा में किया जा रहा है।

डीडीए हाउसिंग स्कीम का लकी ड्रॉ इस बार नोएडा में हो सकता है। ऐसा पहली बार होगा जब ड्रॉ विकास सदन की बजाय किसी दूसरी जगह पर होगा। डीडीए सूत्रों के मुताबिक इस ड्रॉ को सेंटर फॉर डिवेलपमेंट अडवांस कंप्यूटिंग (सीडैक) में किया जाएगा। यह डीडीए अधिकारियों की देखरेख में होगा और एक्सपर्ट और जजों को खास तौर पर बुलाया जाएगा। डीडीए 18 अप्रैल को ड्रॉ की तैयारी कर रही है।

डीडीए सूत्रों के मुताबिक इसके पीछे यह तर्क दिया गया है कि इतनी बड़ी संख्या में फ्लैट्स का ड्रॉ निकालना है इसलिए इसे कंप्यूटिंग सेंटर में करने की योजना बनाई है। साढे सात लाख आवेदकों ने इसके लिए अप्लाई किया है और फ्लैट्स की संख्या सोलह हजार से कुछ अधिक है। सूत्रों ने कहा कि इस सिलसिले में डीडीए ने सीडैक के अधिकारियों के साथ बैठक भी कर ली है।

नई दिल्ली.डीडीए हाउसिंग स्कीम-2010 का 19 अप्रैल को होने वाला ड्रॉ टल सकता है। डीडीए के अधिकारों की कटौती के विरोध में प्राधिकरण की विभिन्न यूनियनों ने चेतावनी

दी है कि यदि कटौती प्रक्रिया तत्काल नहीं रोकी गई तो हाउसिंग स्कीम का ड्रॉ नहीं होने दिया जाएगा।

दिल्ली सरकार डीडीए को तीन भागों में बांटने की पूरी तैयारी कर ली है। इस बाबत डीडीए के 22 औद्योगिक क्षेत्रों को डीएसआईआईडीसी को सौंपने के लिए नोटिफिकेशन जारी किया जा चुका है।

दूसरी ओर डीडीए की सभी यूनियनें इसके विरोध में आवाजा बुलंद करने लगी हैं। इनमें एकाउंट, प्लानिंग, हार्टीकल्चर, ऑफिसर, क्लर्क, इंजीनियर आदि विभागों की अधिकांश यूनियन एक मंच पर इकट्ठा हो गई हैं।

इन कर्मचारियों ने चेतावनी दी है कि यदि डीडीए के अधिकारों में कटौती के मामले को तत्काल नहीं रोका गया तो वर्ष 1988 की तर्ज पर दोबारा सभी कर्मचारी अनिश्चित काल के लिए हड़ताल पर चले जाएंगे।

1988 में भी डीडीए को तीन हिस्सों में बांटने की योजना बनायी गई थी, जिसके विरोध में डीडीए के कर्मचारी 27 दिनों तक हड़ताल पर चले गए थे। डीडीए ऑफिसर्स एडवाइजरी कमेटी, डीडीए अभियंता कल्याण परिषद और कलर्कियल फोरम ने ने भी विरोध जताया है। इस बाबत कई बार बैठक हो चुकी है।

ऑफिसर्स एडवाइजरी कमेटी के महामंत्री समय सिंह गुर्जर ने बताया कि बुधवार को विरोध करने का फैसला किया गया है। मांग नहीं मानी गई तो हाउसिंग स्कीम लकी ड्रा में भी बाधा डाला जाएगा।

1957 डीडीए एक्ट संसद से पारित किया गया है। लिहाजा संसद ही डीडीए के बंटवारे पर अंतिम फैसला ले। उधर, डीडीए अभियंता कल्याण परिषद के महामंत्री वीके वत्स का कहना है कि कर्मचारी इस फैसले के खिलाफ राष्ट्रपति से मिलेंगे। जरूरत पड़ी तो अदालत का दरवाजा भी खटखटाया जाएगा।

डीडीए के बंटवारे का मुद्दा तूल पकड़ने लगा है। डीडीए कर्मचारी एकजुट होकर हाउसिंग स्कीम के ड्रॉ में खलल डालने का मन बना रहे हैं। अकाउंट, प्लानिंग, हॉटीकल्चर, इंजीनियरिंग विभाग के कर्मचारी एक फोरम बनाकर बंटवारे के विरोध की तैयारी कर रहे हैं। जॉइंट फोरम ने बैठक कर तय किया कि बुधवार को विरोध प्रदर्शन किया जाएगा और ये लोग हाउसिंग स्कीम के ड्रॉ में बाधा डालने की योजना भी बना रहे हैं।

डीडीए की करीब आधा दर्जन असोसिएशनों का कहना है कि अगर बंटवारे की कोशिश हुई तो 1988 फिर से दोहराया जाएगा। तब भी डीडीए को तीन हिस्से में बांटा जा रहा था और लगातार 27 दिनों की हड़ताल के बाद मामला ठंडे बस्ते में डाल दिया गया। गौरतलब है कि डीडीए को तीन हिस्सों में बांटने की तैयारी हो रही है। इंडस्ट्रियल भाग को दिल्ली सरकार के डीएसआईआईडीसी के अधीन करने के लिए नोटिफिकेशन भी जारी कर दिया गया है।

ऑफिसर्स एडवाइजरी कमिटी के महामंत्री समय सिंह गुर्जर ने कहा कि अगर डीडीए का बंटवारा किया गया तो हम हाउसिंग स्कीम के ड्रॉ में भी बाधा डाल सकते हैं। डीडीए अभियंता कल्याण परिषद के महामंत्री वी. के. वत्स ने कहा कि कर्मचारी इस फैसले के खिलाफ राष्ट्रपति से मिलेंगे। साथ ही, जरूरत पड़ी तो अदालत का दरवाजा भी खटखटाया जाएगा। क्लर्क असोसिएशन के एम. एस. लाकड़ा ने कहा कि बिना सोचे समझे डीडीए को टुकड़े में बांटना कहीं से भी तर्कसंगत नहीं है। इसका कड़ा विरोध किया जाएगा।

डीडीए फ्लैट का ड्रॉ महज 10 दिन बाद

नई दिल्ली.दिल्ली में एक अदद आशियाने की चाहत रखने वालों का सपना जल्द ही दिल्ली विकास प्राधिकरण पूरा करने वाला है। डीडीए हाउसिंग स्कीम-2010 का लक्की ड्रा की तैयारी पूरी कर ली गई है और अगले दस दिनों में इसे ड्रॉ कर दिया जाएगा।

डीडीए हाउसिंग स्कीम-2010 में आवेदन करने वाले लगभग साढ़े सात लाख लोगों की किस्मत पिटारे में बंद हो चुकी है और यह पिटारा 19 अप्रैल को दिन में 12 बजे खुलेगा। इन फ्लैट्स का ड्रॉ एक निजी कम्प्यूटर कंपनी द्वारा किया जाएगा।

हालांकि अभी तक यह स्पष्ट नहीं हो पाया है कि ड्रॉ के दौरान विशेषज्ञों की टीम में कौन-कौन लोग शामिल होंगे। आम तौर पर विशेषज्ञों की टीम में उच्च न्यायालय के जल के अलावा आईआईटी के प्रोफेसर, वरिष्ठ पत्रकार व अन्य विभागों के एक-दो लोग शामिल होते हैं।

डीडीए अधिकारियों का कहना है कि हाउसिंग ड्रॉ की सभी तैयारियां पूरी कर ली गई हैं और ड्रॉ की प्रक्रिया 18 अप्रैल से शुरू कर दी जाएगी और 19 अप्रैल को ड्रॉ कर दिया जाएगा।

ज्ञात हो कि डीडीए हाउसिंग स्कीम-2010 के तहत 16237 फ्लैट्स के लिए नवंबर महीने में आवेदन फार्म जारी किए गए थे। फ्लैट ड्रॉ करने के बाद ड्रॉ का रिजल्ट डीडीए मुख्यालय विकास सदन के नोटिस बोर्ड पर जारी कर दिया जाएगा।

इसके अलावा इन रिजल्ट को डीडीए की वेबसाइट पर भी आवेदक देख सकते हैं। इस योजना की खास बात यह है कि आवेदन फार्म जारी होने के महज चार महीने के अंदर ही ड्रॉ होने जा रही है, जिससे लोगों को लंबे समय तक इंतजार करने की जरूरत नहीं पड़ेगी।

ज्ञात हो कि डीडीए के ये सभी फ्लैट्स फ्री होल्ड होंगे और इन पर वास्तविक कब्जा करने के लिए सफल आवेदकों को डीडीए द्वारा 90 दिनों का समय दिया जाएगा। डीडीए अधिकारियों के मुताबिक सफल आवेदकों को फ्लैट्स पर कब्जा करने के लिए डीडीए को कई दस्तावेज जमा करने होंगे।

इनमें बैंक प्रबंधक द्वारा हस्ताक्षरित बैंक स्टेटमेंट के साथ आवंटन राशि जमा करने का भुगतान प्रमाण पत्र भी जमा करना होगा। साथ ही अन्य कई दस्तावेज भी जमा करने होंगे।

नई दिल्ली ।। अपने घर की चाहत में डीडीए की हाउसिंग स्कीम में अप्लाई किया है, तो अब आपका इंतजार खत्म होने वाला है। डीडीए ने ड्रॉ की तैयारी पूरी कर ली है और 18 या 19 अप्रैल को ड्रॉ हो जाएगा। ड्रॉ के साथ ही पता चल जाएगा कि साढ़े सात लाख आवेदकों में से वो 16,237 लकी लोग कौन हैं, जिनके घर का सपना पूरा हुआ।

 

 

 

 

 

दोपहर करीब 12 बजे लकी ड्रॉ निकाला जाएगा। इसके बाद सफल आवेदकों के नाम विकास सदन के नोटिस बोर्ड पर लगाए जाएंगे। अगर आप विकास सदन जाकर पता नहीं कर सकते तो डीडीए की वेबसाइट पर भी लिस्ट डाली जाएगी।

dda.org.in पर आप देख सकते हैं कि आप उन लकी आवेदकों में से हैं या नहीं। इस बार डीडीए अखबारों के जरिए भी रिजल्ट घोषित करने का मन बना रहा है। जिन लोगों के नाम का ड्रॉ निकल आएगा, उन्हें फ्लैट पर कब्जा लेने के लिए डीडीए को कई दस्तावेज जमा कराने होंगे।

डीडीए सफल आवेदकों के सभी डॉक्युमेंट्स की जांच भी करेगा और अगर कुछ फर्जी पाया गया तो ड्रॉ में नाम निकलने के बाद भी आवंटन रद्द कर दिया जाएगा। डीडीए के ये सभी फ्लैट फ्री होल्ड होंगे। लेकिन टाइटल तभी ट्रांसफर होगा, जब डीडीए कन्वीएंस डीड आवंटी के नाम कर दी जाएगी और आवंटी उसे सब रजिस्ट्रार ऑफिस में पंजीकृत कराने के बाद प्राप्त कर सकेगा।

फ्लैट्स फ्री होल्ड हैं, इसलिए रिजर्व्ड कैटिगरी के फ्लैटों को छोड़कर बाकी को आसानी से बेचा जा सकेगा। डीडीए ने इस साल भी 28 पर्सेंट फ्लैट्स को रिजर्व्ड कैटिगरी के लिए सुरक्षित रखा है। इस बार जनरल कैटिगरी के लिए 11,690 फ्लैट का ड्रॉ किया जाएगा। वहीं, आरक्षित वर्ग के लोगों के लिए 4,546 फ्लैट हैं।

2010 DDA housing scheme: Applicant list put online

The Delhi Development Authority (DDA) has put up a list of eligible applicants for the agency’s 2010-11 housing scheme on its website. According to officials, the list contains over 7 lakh applicants. All candidates can check whether their application has been accepted by entering their application number on the authority’s website.

The draw is scheduled to take place within the next week, although the agency is yet to announce a date. This is the first time the DDA has decided to put up a list of eligible applicants before the draw.

Officials said at this stage, no application form has been rejected as the forms will be scrutinised more closely only after the draw. Many forms were, however, submitted incomplete, and applicants have been requested to check on the website if their applications are complete. “If there is a problem with an applicant’s form, he/she will be given instructions on where to go in order to rectify it. We have had people coming in to make corrections after checking their status online,” a senior DDA official said.

The DDA housing scheme — with over 15,000 flats up for sale — is one of the agency’s largest housing schemes in recent times. Given the controversy surrounding the DDA’s last housing scheme in 2008, the agency is treading very carefully to ensure there are no mistakes this time round. The move to declare a list of applicants is one such measure that the authority hopes will bring more transparency to the process.

The Delhi Development Authority (DDA) has come up with the names of the eligible applicants received by it on its website for the latest housing scheme announced by the authority in November last year.

The authority has also asked the applicants to check the status of their applications on the website. The authority has received over 7 lakh applications for around 16,000 flats.

DDA officials said the names had been put on the website after verifying the details as submitted in the forms. This would help the applicants check the status of their request. Moreover, those whose forms had been rejected could also follow the matter up with the DDA officials.

"People can get the status of their application by logging on to the DDA website. This has been done to give a chance to the applicants who have filled incomplete forms. If any detail in the form is incorrect, applicants can contact the officials concerned," said DDA spokesperson Neemo Dhar.

Even though nearly 13.5 lakh forms were sold, the DDA eventually received over 7.8 lakh forms. After weeding out duplicate forms, the DDA has narrowed the number of the applicants down to 7.4 lakh.

"We have uploaded the names of all qualified applicants on our website before the draw so that people can be certain that they are being included in the draw," the DDA official said. Applicants will be asked to get in touch with the DDA and rectify any errors in the final list before the draw is conducted.

The DDA will conduct a draw of lots for the housing scheme in the second week of April. A final date has not been decided yet, but depending on the availability of neutral observers, the draw will be fixed for sometime in the second week of April, said a senior official in DDA. A waiting list of 600 candidates will also be prepared.

The new housing scheme, with 15,574 flats up for grab, was announced in November and the application forms were sold between November 24 and December 24. In addition to the 15,574 HIG, MIG, and LIG flats across the city, 699 Janta flats are also up for sale.

नई दिल्ली॥ : अगर आपने डीडीए की हाउसिंग स्कीम के लिए अप्लाई किया है, तो बुधवार यानी आज आपको अपने फॉर्म के स्टेटस के बारे में पता चल जाएगा। बुधवार सुबह ही डीडीए अपनी वेबसाइट पर फॉर्म की जानकारी डाल देगा, जिसे आप 5 अप्रैल तक देख सकते हैं।

वेबसाइट में फॉर्म नंबर के साथ ही आपका नाम और कितनी राशि जमा की गई है, इसकी जानकारी भी होगी। आप इसे डीडीए की वेबसाइट www.dda.org.in पर देख सकते हैं।

अगर किसी के फॉर्म नंबर के आगे गलत नाम है या फिर जो रकम जमा की गई है, वह गलत दिख रही हो, तो डीडीए ऑफिस में जाकर इसे दुरुस्त कराया जा सकता है। जिन लोगों के फॉर्म नंबर वेबसाइट में नहीं होंगे, इसका मतलब है कि उनके फॉर्म फिट नहीं पाए गए। ऐसे लोग भी डीडीए ऑफिस में जाकर संपर्क कर सकते हैं और जानकारी ले सकते हैं कि उनके फॉर्म नंबर वेबसाइट में क्यों नहीं हैं। अगर कुछ ऐसी गलती होगी, जिसे दुरुस्त किया जा सकता है तो उसे ठीक करने के बाद उनके फॉर्म को फिट फॉर्म की कैटिगरी में डाल दिया जाएगा। डीडीए की पीआर कमिश्नर नीमो धर ने कहा कि लोग अपने फॉर्म का स्टेट्स 5 अप्रैल तक देख सकेंगे। ड्रॉ की तारीख अभी तय नहीं हुई है, लेकिन ड्रॉ अप्रैल के मध्य तक आ जाएगा।

अपने घर का सपना पूरा करने के लिए अगर डीडीए हाउसिंग स्कीम में अप्लाई किया , तो अब आपका इंतजार खत्म होने को है। 29 मार्च को डीडीए की वेबसाइट में आपके फॉर्म का स्टेटस डाल दिया जाएगा। इसके बाद अगर फॉर्म में कुछ गलतियां हैं , तो उन्हें सुधारने का मौका मिलेगा। यह मौका भी दो बार दिया जाएगा। अप्रैल 15-20 तक स्कीम का ड्रॉ निकल जाएगा और कुल 7,40,000 में से 16,000 भाग्यशाली लोगों के नाम का पता चलेगा , जिनका घर का सपना डीडीए स्कीम ने पूरा किया होगा।

डीडीए के उच्चपदस्थ सूत्रों ने बताया कि हाउसिंग स्कीम के ड्रॉ की तैयारी लगभग पूरी हो गई है। सारे फॉर्म की जांच हो गई है। इसी हफ्ते शनिवार और रविवार को अखबारों में विज्ञापन देकर आवेदकों को इसकी जानकारी दे दी जाएगी। सभी आवेदकों को फॉर्म की जानकारी मिल जाए , इसके लिए उन सभी अखबारों में विज्ञापन दिए जाएंगे जिनमें स्कीम ओपन होने के विज्ञापन दिए गए थे। विज्ञापन में आवेदकों को बताया जाएगा कि वेबसाइट में किस तरह जानकारी देखें और उसके बाद क्या करें। सूत्रों ने बताया कि उम्मीद है कि 29 मार्च को डीडीए की वेबसाइट में सही पाए गए फॉर्म की डिटेल डाल दी जाएगी। इसमें फॉर्म नंबर , आवेदक का नाम और कितनी रकम जमा की गई है , इसकी जानकारी होगी। अगर किसी के फॉर्म नंबर के आगे गलत नाम है या फिर जो रकम जमा की गई है वह गलत दिख रही हो , तो डीडीए ऑफिस में जाकर इसे दुरुस्त कराया जा सकता है। इसके लिए दो बार मौका दिया जाएगा। सूत्रों ने बताया कि वेबसाइट में जानकारी डालने के बाद करीब छह दिन का समय दिया जाएगा , जिसमें लोग गलतियां सुधार सकते हैं और फिर तीन दिन बाद डीडीए ये सारी डिटेल अपडेट कर वेबसाइट में नए सिरे से डालेगा। अगर इसमें भी कहीं कोई गलती छूट जाती है तो आवेदकों को फिर 4-5 दिन का समय दिया जाएगा , जिसमें गलती सुधारी जा सकती है। यह फाइनल चांस होगा और इसके बाद वेबसाइट में फाइनल लिस्ट डाली जाएगी। डीडीए की पीआर कमिश्नर नीमो धर ने भी इस बात की पुष्टि की। उन्होंने कहा कि 29 मार्च के आसपास लिस्ट वेबसाइट में डाल दी जाएगी और लोगों को गलतियां सुधारने का पूरा मौका दिया जाएगा। अप्रैल के मध्य में ड्रॉ हो जाएगा। उन्होंने कहा कि फॉर्म की जांच बहुत बारीकी से की गई है। इस बार कंडिशन भी काफी कड़ी रखी गई थी।

डीडीए हाउसिंग स्कीम-2010 के लगभग सात लाख आवेदनकर्ताओं को फिलहाल ड्रॉ के लिए कुछ इंतजार करना पड़ेगा, क्योंकि अभी फार्मों की जांच चल रही है, जो कि अभी पूरे मार्च तक चल सकती है। ज्ञात हो कि डीडीए हाउसिंग स्कीम-2010 के लिए नवंबर महीने में डीडीए 6 हजार फ्लैट्स के लिए मेगा हाउसिंग स्कीम लाई थी। शुरू में कहा गया था कि इन आवेदन फार्मों की जांच प्रक्रिया मार्च तक पूरी हो जाएगी और सूची वेबसाइट पर डाल दी जाएगी, लेकिन मार्च का पहला सप्ताह भी बीत गया है और जांच प्रक्रिया पूरी नहीं हो सकी है। आवेदकों को डीडीए से अभी तक किसी तरह का अप्रूवल भी नहीं मिल पाया है।

यहां तक कि कई बैंकों ने आवेदन पत्र में लगा पावती भी आवेदनकर्ताओं को नहीं दी है। डीडीए के 100 से ज्यादा कर्मचारी इन फार्मों की जांच कर रहे हैं। अप्रैल महीने में वेबसाइट पर सूची डाली जाएगी। इसके बाद आवेदन फार्मों में कोई तकनीकी खामी होने पर उसे ठीक करने के लिए आवेदकों को बुलाया जाएगा, यानि इन सभी प्रक्रियाओं को पूरा करने के बाद ही ड्रॉ निकाला जाएगा, जो कि अब अप्रैल के अंत तक ही संभव हो पाएगा। डीडीए की जनसंपर्क आयुक्त नीमोधर के अनुसार जांच के बाद यदि किसी फार्म को भरने में कोई कमी रह गई हो तो आवेदक को सुधार का समय दिया जाएगा। आवेदकों के फार्म नंबर डीडीए की वेबसाइट पर डाल दी जाएगी।

दिल्ली विकास प्राधिकरण के अधिकारियों ने बैंकों से मिली 7.40 लाख आवेदकों की सूची के सत्यापन का काम शुरू कर दिया है. 15 मार्च के बाद आवेदकों की सूची डीडीए की बेवसाइट पर डाल दी जायेगी. जिससे आवासीय योजना का ड्रा निर्धारित समय पर हो सके.

डीडीए के अधिकारियों के मुताबिक आवासीय योजना-2010 का ड्रा अप्रैल में संपन्न हो जायेगा. हालांकि अभी तक ड्रा की तारीख तय नहीं हुई है, लेकिन इसकी तैयारियां जोरों पर हैं.

डीडीए को बैंकों से आवेदकों की सूची मिल गयी है. बैंकों ने आवेदकों के नामों की सूची सीडी और हार्ड कापी के माध्यम से डीडीए को भेज दी है. दरअसल आवासीय योजना के ड्रा को लेकर डीडीए पर दोतरफा दवाब है. पहला वह अपनी पिछली छवि को सुधारना चाहता है. दूसरी तरफ बैकों का जबरदस्त दवाब है. वजह साफ है कि अधिकांश आवेदकों ने बैंको ने लोन लेकर आवेदन किया है.

डीडीए द्वारा विज्ञापन में किये गये दावे के मुताबिक बैंकों ने आवेदकों को चार महीने के लिए ही लोन दिया है. इस चार महीने का ब्याज बैंकों ने आवेदकों से अग्रिम ले रखा है. जाहिर है कि ड्रा में देरी होने से बैंकों की परेशानी बढ़ेगी.

जानकारी के मुताबिक सरकारी बैंकों में सबसे अधिक लोन सेंट्रल बैंक ने बांटा है. सेंट्रल बैंक के माध्यम से करीब 2.30 लाख लोगों ने आवेदन किया है. हालांकि सबसे अधिक लोन एक निजी क्षेत्र के बैंक ने बांटा है. स्टेट बैंक ऑफ इंडिया के माध्यम से 1.5 लाख और 80 हजार लोगों ने यूनियन बैंक में अपने आवेदन पत्र जमा कराए हैं.

उल्लेखनीय है कि डीडीए की आवासीय योजना-2010,  25 नवम्बर से शुरू होकर 24 दिसम्बर तक खुली रही थी.  इस योजना में विभिन्न श्रेणियों के 16,237 फ्लैट शामिल हैं. इसमें 11,410 जनता, 599 एमआईजी और 3187 थ्री बेडरूम के फ्लैट शामिल हैं. इन फ्लैटों की कीमत 3 लाख से लेकर 1.02 करोड़ के बीच है. 

योजना के ड्रा के मामले में डीडीए की प्रवक्ता निमोधर का कहना है कि आवेदकों के फार्मो का सत्यापन किया जा रहा है. बैकों से आवेदकों की सूची मिल गई है. योजना का अप्रैल में ड्रा कर दिया जाएगा.

ै। लेकिन यहां फ्लैट निकलने पर लोगों को वाकई खुशी होगी, यह कहना मुश्किल है। वजह यह है कि सालों से यहां डीडीए के फ्लैटों में रह रहे लोग इस इलाके की दिक्कतों से त्रस्त आ चुके हैं। उनका कहना है कि डीडीए सिर्फ फ्लैट बनाकर दे देता है और इसका ध्यान नहीं रखता कि वह जगह रहने लायक है भी या नहीं।

डीडीए की नई हाउसिंग स्कीम का ड्रॉ अगले महीने निकलना है। इसमें जसौला विहार में जनता फ्लैट से लेकर थ्री बेड रूम फ्लैट तक हैं। सेक्टर 9 ए में 320 बहुमंजिले थ्री बेडरूम फ्लैट हैं। पॉकेट 10 और 12 में एक हजार से ज्यादा वन बेड रूम फ्लैट हैं। करीब 200 जनता फ्लैट भी हैं। इस एरिया में 1994 से ही लोग डीडीए के फ्लैटों में रह रहे हैं। यहां एक से 12 नंबर तक की पॉकेट में डीडीए के फ्लैट हैं।

जिन्हें मिले, उन्होंने लौटा दिया
ये वे फ्लैट हैं जो तीन बार की हाउसिंग स्कीम में भी खाली रह गए। इन फ्लैट्स को शामिल तो किया गया लेकिन यह जिनके नाम निकले उन्होंने इन्हें वापस कर दिया। यहां आरडब्लूए के जनरल सेक्रेटरी मनोज तिवारी ने बताया कि 2003 और उससे पहले की स्कीम में भी ये फ्लैट थे। 2007 की स्कीम में भी इन्हें शामिल किया गया था। तब भी 300 से ज्यादा फ्लैट खाली रह गए। उन्होंने कहा कि इनकी हालत ऐसी है कि कोई भी यहां आने से मना कर सकता है। डीडीए इस तरह के फ्लैटों को स्कीम में शामिल कर लोगों को बेवकूफ बना रही है।

गड्ढों में सड़क
यहां की सड़कों की हालत यह है कि स्कूल बस वाले भी आने से मना कर देते हैं। स्थानीय लोगों ने बताया कि अगर स्कूल बस आती भी हैं तो वक्त से 30-40 मिनट पहले आती हैं। वे कहते हैं कि यहां रास्ता इतना खराब है कि हम कोई रिस्क नहीं ले सकते। कई बार खराब रास्ते की वजह से स्कूल बस लेट हो जाती है और फिर लेट होने की वजह से बच्चों को स्कूल से वापस भेज दिया जाता है।
सुरक्षा की चिंता

आरडब्ल्यूए के प्रेजिडेंट अभय सिंह चौधरी कहते हैं कि यहां सुरक्षा की हमेशा चिंता लगी रहती है। सड़कें खराब हैं और स्ट्रीट लाइट भी ठीक नहीं है। शाम के वक्त महिलाओं का बाहर निकलना मुश्किल हो जाता है। इलाके में क्राइम बहुत बढ़ गया है लेकिन पुलिस चौकी हमेशा बंद रहती है।

पब्लिक ट्रांसपोर्ट नहीं
पब्लिक ट्रांसपोर्ट के नाम पर तीन किलोमीटर दूर मेट्रो स्टेशन है लेकिन वहां तक पहुंचने के लिए मेट्रो फीडर नहीं है। सड़कें इतनी खराब हैं कि रिक्शेवाले या तो जाने से मना कर देते हैं या अनाप – शनाप किराया मांगते हैं। डीटीसी की सिर्फ एक बस सर्विस है। 436 नंबर की बस दिन एक बार सुबह आती है तो फिर दोपहर बाद ही नजर आती है। स्थानीय लोगों का कहना है कि अगर अपना वीइकल न हो तो यहां नहीं रहा जा सकता , क्योंकि इमरजेंसी में यहां ऑटो भी नहीं मिलता।

बोतलबंद पानी का सहारा
आरडब्ल्यूए के वर्किंग प्रेजिडेंट पी . डी . शर्मा ने बताया कि डीडीए ने बोरवेल बना कर दिया है लेकिन पानी इतना खारा है कि इसे पीया नहीं जा सकता। जल बोर्ड से कई बार पानी की सप्लाई के लिए गुहार लगाई गई है लेकिन कोई नहीं सुनता। हमें यहां रहते 12 साल हो गए और तब से यहां सभी लोग बोतलबंद पानी पीने को मजबूर हैं।

डीडीए – एमसीडी के बीच लटके
स्थानीय लोगों ने बताया कि यहां विकास का जिम्मा डीडीए के पास है। हमने डीडीए के अधिकारियों से कम से कम 20 बार मीटिंग की है लेकिन हर बार यही सुनने को मिलता है कि फंड नहीं है। इस बाबत पूछे जाने पर डीडीए की पीआर कमिश्नर नीमो धर ने कहा कि हम वह इलाका एमसीडी को हैंडओवर कर चुके हैं। वहां पहले सड़कें सही थीं। अगर अब सड़कें खराब हो गई हैं तो उन्हें मेंटेन करने की जिम्मेदारी एमसीडी की है। दूसरी तरफ इलाके के काउंसलर ब्रह्मप्रकाश ने कहा कि सेक्टर 7,8,11 और 12 के भीतर के एरिया का जिम्मा एमसीडी के पास है और बाहर की रोड सहित सभी एरिया डीडीए के पास है। हम कई बार डीडीए से कह चुके है कि अगर वह सड़कें ठीक नहीं कर सकते तो हमें दे दें लेकिन वह ऐसा करने को भी तैयार नहीं हैं।

डीडीए ने अपनी हालिया हाउसिंग स्कीम में प्राप्त फॉर्मों की जांच करने की काम शुरू कर दिया है। इस महीने यह जांच पूरी होने के बाद मार्च आखिर या अप्रैल की शुरुआत में सभी फॉर्मों का विवरण डीडीए की वेबसाइट पर डाल दिया जाएगा।

गौरतलब है कि डीडीए अपनी हर हाउसिंग स्कीम में एप्लाई करने वालों के फॉर्म नंबर वेबसाइट पर डालता रहा है, जिससे आवेदकों को पता चल जाता है कि वे फ्लैट पाने की दौड़ में शामिल हैं या नहीं। इस बार भी उन फॉर्मों का नंबर वेबसाइट पर डाला जाएगा, जो जांच में बिल्कुल सही पाए जाएंगे। जिन आवेदकों को अपना फॉर्म नंबर वेबसाइट पर गायब मिले, वे डीडीए से संपर्क कर सकते हैं। अगर कोई डॉक्युमेंट फॉर्म के साथ लगाना भूल गए हैं, जिससे फॉर्म बाहर कर दिया गया है, तो ऐसी भूलों में सुधार के लिए डीडीए 3-4 दिनों का वक्त देगा। गौरतलब है कि योजना का ड्रॉ अप्रैल माह में होना है। डीडीए की वेबसाइट है www.dda.org.in.

गलती मिली तो डीडीए देगा सुधारने का मौका

डीडीए हाउसिंग स्कीम के लिए जमा हुए फॉर्मों की जांच शुरू हो गई है। करीब 15 पर्सेंट फॉर्मों की जांच हो चुकी है और अब तक किसी फॉर्म में कोई गड़बड़ी नहीं मिली है। डीडीए के पास बैंकों से सारे फॉर्म भी आ चुके हैं। डीडीए सूत्रों का कहना है कि इस महीने के अंत तक सभी फॉर्मों की जांच हो जाएगी। इसके बाद मार्च आखिरी या फिर अप्रैल की शुरुआत में फॉर्म की डिटेल वेबसाइट पर डाली जाएगी।
डीडीए अधिकारी ने बताया कि हमारे पास 25 जनवरी से फॉर्म आने शुरू हुए थे। अब सभी फॉर्म आ चुके हैं। सभी फॉर्मों की बारीकी से जांच की जा रही है। हर हाउसिंग स्कीम में अप्लाई करने वालों का फॉर्म नंबर डीडीए की वेबसाइट में डाला जाता है। जहां से लोग चेक कर सकते हैं कि उनका फॉर्म फ्लैट पाने की दौड़ में है या नहीं। जो फॉर्म सही पाए जाएंगे, उनका नंबर डीडीए अपनी वेबसाइट में डालेगा। जिन लोगों के फॉर्म का नंबर वेबसाइट में नहीं होगा, वे डीडीए से संपर्क कर पूछताछ कर सकते हैं। अगर कोई डॉक्युमेंट अटैच करना छूट गया है जिसकी वजह से फॉर्म शामिल नहीं किया गया तो भूल सुधार के लिए डीडीए 3-4 दिनों का वक्त देगा। डीडीए की अब तक की सबसे बड़ी हाउसिंग स्कीम के लिए ड्रॉ अप्रैल में होना है।

Some Important points as per brochure of the Scheme
  * The results of the draw shall be displayed on the Notice Board of DDA at Vikas Sadan, D-Block, INA, New Delhi-23. In addition the result shall be displayed on the website of DDA with the address http://www.dda.org.in.
The result will also be published in the leading National Newspapers.

** The allotment-cum-demand letters will be dispatched through Speed Post/Courier/Registered Post but it shall be the sole responsibility of the applicant to check the result of the draw if he/she does not get information despite the afore mentioned means. In case applicant has given address of a place/office, where entry (of courier) is restricted, all communication including dispatch of refund cheque/ demand letter on failure of courier would be through available mode. Applicant is advised to contact nodal officer of the bank as given in Annexure B in such cases. DDA/Banks in such cases would not be responsible for delay/ non receipt of communication by applicant/allottee.

*** A separate waiting list of 600 applicants will also be declared in order of priority. The waiting list will be valid only for 9 months from the date of issue of demand letters to successful applicants. The registration money of the wait listed registrants shall be refunded along with unsuccessful registrants. However, before going for the draw in case the same takes place for filling up the vacancies, all such eligible waitlisted shall be asked to deposit the registration money. 15 days time shall be given to them to do so and only those names shall be included who would be depositing their registration money prior to the draw. A draw will be held only once after six months, from date of issue of demand letters, for allotment of the surrendered flats to the wait listed registrants as per the priority decided initially. Only those flats which are surrendered within six months from date of issue of demand letters would be included for allotment to waitlisted registrants. The waiting list is created just to ensure that the surrendered flats (if any) are allotted to same registrants rather than keeping them vacant and the list will be valid only for 9 months, hence it doesn’t create any right of the wait listed registrants if they fail to get a flat from the surrendered ones. If successful, the cost would be the cost of the flat on the date the demand cum-allotment letter is issued.

DDA flat dream may turn reality for more people

If you have applied in the latest housing scheme of the Delhi Development Authority (DDA), you stand a good chance of actually owning a flat this time. The DDA has received about seven lakh applications for the 16,000 flats it is offering across the city. This means for each flat, there are about 43 applicants. More than 14 lakh forms were sold through various banks between November 25 and December 24.

The number of applicants this time was expected to be high considering so many flats were on offer, but the turnout has been quite low. The last time the DDA, the country’s biggest land developer, announced a housing scheme was back in 2008. More than 10 lakh forms were sold and the DDA had received six lakh applications for the 5,000 flats on offer. Going by the figures, there were about 120 applicants for each flat in 2008.

“We were expecting a huge response to our housing scheme but the number of applications is only slightly more than last time, even though the number of flats offered is more than three times,” said a senior DDA official who didn’t wish to be identified. “It seems the low number of applications is due to the new stringent regulations introduced this time,” he said.

Also, many people who usually submit fraud applications to better their chances of getting a flat, seems to have been deterred this time, he added.

The DDA will now start processing the applications and the draw of lots is expected to be held within four months — by April 2011. While the names of successful applicants will be announced, the unsuccessful ones will get back the registration amount of R50,000 for Janta flats and R1.5 lakh for other flats.

The flats offered in the scheme are located in areas like like Vasant Kunj, Mukherjee Nagar, Motia Khan, Jasola, Dwarka, Rohini, Narela, Jaffarabad, Kondli and Gharoli. There is a mix of one bedroom, two bedroom and three bedroom houses and the prices range from R3 lakh to R1.12 crore.

There is a very good news for DDA scheme applicants- actually there were less number of applicants than expected from the sale of the forms. Only about 8 lac forms have been received for 15574 flats. This turns to 51 applicants for each flat- this ratio is quite good for the applicant this year since last scheme of DDA had 100 applicant for each flat.

The Delhi Development Authority’s mega housing scheme closed on Friday with the sale of nearly all 14 lakh forms printed by the agency. The high number of applicants for the 15,574 flats on offer across the Capital, means at least 90 persons will be vying for each flat.

“We printed 14 lakh forms and we are still trying to ascertain the exact number sold. This will take a few days because we have collect data from various banks,” a Housing department official said.

According to DDA officials, the reason for such a huge response is the obvious fact that DDA houses cost nearly 35 to 40 per cent less than what is charged by private builders. “There is a shortage of affordable housing in this city, which is why DDA housing schemes always draw such large crowds,” the official said.  

DDA’s Commissioner, Public Relations, Neemo Dhar said the “draw of lots” will be held before April 30. In the meantime, the Authority’s Housing and Systems departments will sift through the applications and weed out multiple forms under the same name, incomplete forms, etc. “The authenticity of the information in the forms and of the documents attached will not be verified now because it is impossible for us to do so at this stage,” the Housing department official said. “Verification of all data will only be done for successful allottees,” she added.

After qualifying applications have been identified, a final list will be prepared for the draw of lots. The list will be signed by various officials to ensure no further changes are made. The draw of lots is usually held in the presence of the media and three to four neutral judges. The entire process is expected to take less than an hour.

The DDA will also prepare a wait-list of candidates who will be allotted the houses should the original allottees fail to meet the stringent verification criteria.

The housing scheme 2010 is one of the biggest schemes floated by the Authority in recent times, and it is keen to avoid any debacle like the one it was confronted with during its last scheme.

“The DDA was cleared of any wrongdoing in the investigations after the last draw but people began to doubt the veracity of the process. We will ensure that all matters relating to the draw are carried out with extreme caution,” said an official in the Authority’s Vigilance department.

The scheme is called “DDA Housing Scheme, 2010”, of the Delhi Development Authority”. The scheme will remain open from 25-11-2010 to 24-12-2010.

Flats are given on “As is where is Basis”. All the flats are already constructed and are ready for occupation. The applicant must be a citizen of India. He/ She should have attained the age of majority. Applicant should have completed 18 years of age as on the date of filling of the application for a flat.

RESERVATIONS

  • 17.5 % of the flats for persons belonging to Scheduled
    Castes.
  • 7.5% for applicants belonging to Scheduled Tribes. If adequate number of applications are not received from applicants belonging to ST category, remaining flats shall be disposed of in favour of applicants belonging to SC category and vice-versa.
  • 1% for war widows.
  • 1% for physically handicapped persons; and
  • 1% for ex-serviceman.

The applicant applying for a flat under this scheme shall have to deposit the registration money of `1,50,000/- or `50,000/- (Janta/ORT only) as the case may be by a Single Banker’s Cheque/ Demand Draft of any bank drawn in favour of “DDA Housing” payable at Delhi/New Delhi.

Applicants using downloaded form need to deposit separate draft/ banker cheque of `105/- (`100/- cost of form + `5/- D-Vat) in addition to `1,50,000/- or `50,000/- (Janta/ORT only) as the case may be.

The results of the draw shall be displayed on the Notice Board of DDA at Vikas Sadan, D-Block, INA, New Delhi-23. In addition the result shall be displayed on the website of DDA with the address http://www.dda.org.in. The result will also be published in the leading National Newspapers.

NEW DELHI: Fourteen lakh and counting. Delhi Development Authority's (DDA) housing scheme 2010 could well be one of the highest grossing schemes for the land agency ever. With over 14.3 lakh forms being sold, DDA is expecting the rush to get even more intense on Friday, the last date for filing application for flats. DDA is offering 16,000 flats as part of the scheme.

Sources in the land agency say that the strong response to the 2010 housing scheme was anticipated as it is one of the largest housing schemes that the agency has come out. A senior DDA official said, "After the good response to the 2008 housing scheme, we were anticipating that the demand would be high for this year's scheme too. More forms had been printed in case banks ran out of the stock."

 

 

 

 

 

In the first lot, DDA had given two lakh forms to each of the seven banks selling the application forms for DDA flats. Within a fortnight almost all the banks came back with a request for more forms, say officials.

It's not the first time that DDA's housing schemes have received such an overwhelming response. Its 2008 housing scheme, which offered merely 5,000-odd flats, had received over 5 lakh applications. The 2010 housing scheme on the other hand, is offering 16,000 flats in various categories. From one-room tenements in Jasola and Trilokpuri to furnished three-bedroom flats in Vasant Kunj, DDA is offering one of the biggest cache of flats it has in a long while.

The rush for the forms can be gauged from the fact that DDA's website has received over one lakh hits since the scheme was launched. In fact, on day one, sources said that 76,376 forms were downloaded from the DDA website. Last year it only 15,000 forms had been downloaded.

Almost 70% of the flats on sale are one-room or Janta flats, with largest concentration of such flats being in Rohini. Other areas where these and one, two and three-bedroom flats are available are Vasant Kunj, Motia Khan, Dwarka, Jasola, Narela and Pitampura.

The costs of these flats range from Rs 6 lakh to Rs 1.12 crore. The one room Janta flats are priced between Rs 3 lakh and 6 lakh.

Reserve DDA flats for govt servants, Delhiites: Maken

Union Minister of State for Home Affairs Ajay Maken has asked Union Urban Development Minister Jaipal Reddy to reserve 30 per cent houses in the DDA housing scheme for government employees and the remaining 70 per cent for the residents of Delhi.

To ensure that they can apply for this scheme, the deadline should be extended by 15 to 30 days, he added.

After writing a letter in this regard to the Urban Development Minister, Maken met Reddy on Thursday to drive home the point. Maken is an MP from the South Delhi constituency, which has a large number of government employees.

In his letter, Maken said that “Delhi has around 65-70,000 units of government accommodation and the satisfaction level of the government employees vis-à-vis housing is 69 per cent. Hence, it is requested that 30 per cent reservation be provided to government employees in the ongoing DDA housing scheme, which accounts for about 16,000 units.”

This, according to Maken, would help “increase the satisfaction level” with government housing to a very large extent as it has been a long-standing demand among government servants in the Capital that they should get affordable housing facilities in Delhi itself.

Furthermore, he said that as the closing date for the DDA scheme was Friday, “it would not be possible to publicise and solicit applications. Hence, the closing date of the scheme should be extended by 15-30 days, and the same be publicised widely”.

In view of the overall housing scenario in the city, Maken said that the remaining 70 per cent of the houses should be reserved for residents of Delhi. He said that “the irregularities that had taken place last time were mostly on account of fake applicants from different parts of the country, whose records could not be verified, as I had brought to your notice even then”.

So, by restricting the allocation of houses only to Delhi residents (with a stipulated minimum time of residence being three-five years), the government can also ensure that no irregularities occur in the allotment process.

These steps, according to Maken, would go a long way in resolving the severe housing shortage that has been caused due to locked-up vacant houses owned by absentee landlords.

DDA Housing scheme has come a boon for aspiring home buyers as it has forced even small developers in the National Capital Region (NCR) to dole out hefty discounts and freebies like cars, LCD TVs and international holiday packages to woo buyers.

The DDA housing scheme 2010 has a total of 18,235 flats on offer, right from one-bedroom- hall-kitchen (BHK) to four-BHK.

Many banks are already financing the bookings and the response from the buyers has also been quite positive. The DDA officials plan to sell as many as 25 lakh forms this year.

The catch here is the number of flats on offer, which is almost three times the total number of flats that were offered by DDA's in 2008. However, this apparent advantage for buyers is proving to be a hurdle for the private developers, especially the small ones.

" Home sales had already dropped in past sixth months.

Now, the DDA scheme has proved to be another dampener.

Most of the potential buyers in the market have applied for it and they are not looking for other options till the results are out," a property dealer in Dwarka told MAIL TODAY . " As the whole lottery system of DDA will take at least three to four months, buyers are holding onto their plans. That is why some developers are going for discounts and freebies, especially in the Noida, Noida extension and Faridabad region," he added.

One developer, Supertech, which had started the ` 10 lakhflat scheme, is now offering a free car with every booking in the EcoVillage, Noida Extension.

The developer is offering an Alto car with flat sizes between 795 sq ft and 1275 sq ft; a Zen with 1340 sq ft and 1595 sq ft and a Swift with flat sizes of 1750 sq ft to 2275 sq ft area at EcoVillage.

Similarly, another developer, RG Builder, is offering a lucky draw with every booking of its luxury apartments, where any buyer stands to win a car or a bike.

Rishab Developers of Indirapuram is offering discounts up to 15 per cent for its two- BHK flats.

Ferrous heights, in Faridabad, have come up with a new scheme where buyers are not required to pay EMI till they get possession of the house. The buyers have to pay 15 per cent of the home price at the time of booking.

Many other small developers are offering LCDs and free holiday coupons with new bookings.

Developers said this is not just because of the DDA housing scheme but the stiff competition among the NCR developers.

The situation is little different in the Capital. Even as home sales figures are not very encouraging, brokers are holding onto the prevailing rate rather than resorting to any discount or freebies.

DDA flats: 3.5 lakh forms sold

It's been a week since the Delhi Development Authority (DDA) launched its housing scheme and the response is overwhelming. The authority has already sold more than 3.5 lakh application forms and its website www.dda.org.in is getting record hits. The latest housing scheme of DDA offers more than 16,000 flats to suit all aspirations and budgets. The scheme was launched on November 25 and applications can be submitted till December 24.

"People's response has been tremendous and it seems there will be more applications this time than the last housing scheme," said a senior DDA official who is not authorised to speak to the media.

According to DDA sources, at least 3.5 lakh forms have already been sold through different bank branches across the city. "Our website is facing a huge overload as it has got more than four lakh hits in the last week," the official said.

"We have printed 12.3 lakh forms, which are available at branches of the banks we have authorised," DDA spokeswoman Neemo Dhar said, adding, "We have asked these banks to send a requisition three days in advance if more forms are required."

DDA is not selling the forms this time and these are available at select branches of authorised banks. Applicants will have to submit the forms at the banks.

DDA is yet to receive any applications but expects them to start streaming in after a week.

"This time the conditions are very stringent and it seems applicants are taking their time to carefully fill up the form," a DDA official said.

In its last housing scheme in 2008, DDA had offered 5,020 flats. More than 10 lakh forms were sold and DDA received six lakh applications in response.

DDA's scheme for 16,000 flats from Nov 25

New Delhi:  The Delhi Development Authority (DDA) will allot over 16,000 flats from November 25 under its 2010 housing scheme, it was announced in New Delhi on Friday.

The flats are located in different parts of Delhi in colonies like Vasant Kunj, Mukherjee Nagar, Motia Khan, Jasola, Dwarka, Rohini, Narela, Jaffarabad, Kaundli Gharoli.

"In order to reach to all sections of the society there is a mix of one bed, two bed and three bedroom houses expandable and Janta one room tenements/houses. One room tenements in Narela, Trilokpuri and Shivaji Enclave have also been included in the scheme," a DDA release stated.

The criteria for allotment is that both husband and wife can apply but only one will be allotted a flat in case both are found to be financially well off. There is no income criteria. Aspirants can apply only if they have a Pan Card and a bank account. The allotment money should be paid from the bank account of the allottee and a certificate to this effect will have to be submitted at the time of possession, the release said.

"The flats located at Vasant Kunj, which have been made with higher specifications, will attract a higher price. The cost for the new scheme flats also includes lumpsum maintenance charges for exteriors and common portions," the release added.
