Work on 400 MW power plant to get under way

GREATER NOIDA: To ensure uninterrupted power supply across Greater Noida and Noida Extension, Noida Power Company Ltd(NPCL) is all set to begin work on a 400 megawatt power plant. The 400 MW combined cycle power plant with advance class gas turbine technology will be ready by 2014.

The plant will come up in two phases. The first wing of the plant, having a capacity to generate 200 MW of power, will be completed by the end of 2013. In the next phase, another wing generating 200 MW of power will come up by 2014.

NPCL is also working on setting up two smaller electricity sub-stations with the capacity of 33 KV and 132 KV that are expected to be functional within four months and a year from now respectively. The 33 KV sub-station will exclusively cater to the power needs of the Noida Extension-Greater Noida area. Once the 400 MW power plant is operational, authorities claim Greater Noida will get 24-hour power supply.

"Greater Noida is witnessing rapid urbanisation and infrastructure development that requires a long-term plan to meet its power demand. Thus, we are coming up with a gas-based power generation facility that will support the planned economic growth in the area," said an NPCL official.

In 1995, NPCL had come up with a proposal for constructing a 100 MW thermal power plant at Greater Noida. However, the plan could not take off since a ban was imposed on setting up thermal plants anywhere in National Capital Region. Another proposal for setting up a 250-MW gas-based plant followed but that was rejected too.

Earlier this year, NPCL finally got the permission to develop a 400 MW gas-based plant at Greater Noida and floated tenders in January. All formalities related to the project have been completed and work will be under way by the end of this month.

"Once the plant is ready, it will cater to the power requirement of Greater Noida for the next 10 years at least," the official said.

पावरप्लांट बनाने के लिए फाइनेंशल बिड आज

ग्रेटर नोएडा में 400 मेगावॉट क्षमता के पावर प्लांट का निर्माण करने के लिए शनिवार को फाइनेंशल बिड डाली जाएंगी। इसके लिए फ्रांस और स्पेन की 6 कंपनियां भी लाइन में लगी हैं। अन्य कंपनियां भारत की हैं। पावर प्लांट बनाने के लिए एनपीसीएल एडवांस क्लास गैस टरबाइन टेक्नोलॉजी का यूज करेगी। लिहाजा कंपनी बेस्ट निर्माण एजेंसी का चुनाव करेगी।

ग्रेटर नोएडा में बिजली सप्लाई कर रही एनपीसीएल यहां के जानसमाना गांव में गैस बेस्ड 400 मेगावॉट क्षमता का पावर प्लांट लगा रही है। प्लांट लगाने के लिए 34 एकड़ जमीन चिह्नित कर ली है। प्रोजेक्ट पर 2 हजार करोड़ रुपये से ज्यादा खर्च आएगा। एनपीसीएल ने प्लांट के निर्माण के लिए जनवरी में टेंडर मांगे गए थे। एनपीसीएल के असिस्टेंट मैनेजर समरजीत मोहंती के अनुसार पावर प्लांट निर्माण के लिए 6 विदेशी कंपनियां भी लाइन में हैं। इनमें फ्रेंच कंपनी मोनेट इंटरनैशनल, एवेनियर और आलस्तम हैं। स्पेन की आईसोलक, ड्यूरो और सिंडा हैं। इसके अलावा भारत की टाटा प्रोजेक्ट, लैंको, एसआर प्रोजेक्ट, मारवानी ग्रुप, थार्मेक्स, भारत हेवी इलेक्ट्रिकल, एलएनटी, बीजीआर एनर्जी आदि कंपनियां प्रोजेक्ट निर्माण में रुचि दिखा रही हैं। इन सभी कंपनियों ने बिड डॉक्युमेंट खरीदे हैं। एनपीसीएल के अधिकारियों ने 7 फरवरी से बिड डॉक्युमेंट खरीदने वाली कंपनियों का इवैल्यूशन करना शुरू कर दिया था। इसमें कंपनियों के अनुभव, उनके टर्नओवर, साख आदि के बारे में अध्ययन किया गया। शनिवार को इसकी फाइनेंशल बिड डाली जाएंगी। फाइनेंशल बिड के बाद फिर से उनका इवैल्यूशन होगा और निर्माण एजेंसी का चुनाव किया जाएगा। मोहंती का कहना है कि पावर प्लांट बनाने के लिए एनपीसीएल एडवांस क्लास गैस टरबाइन टेक्नोलॉजी का यूज करेगी। लिहाजा कंपनी बेस्ट निर्माण एजेंसी का चुनाव करेगी।

पावर प्लांट बनने के बाद ग्रेटर नोएडा में बिजली का संकट दूर हो जाएगा। शर्तों के अनुसार एनपीसीएल को वर्ष 2001 तक अपना खुद का पावर प्लांट लगाना था, लेकिन ऐसा नहीं किया गया। नतीजा ये है कि शहर में इस समय बिजली का संकट है। यहां इस समय बिजली की डिमांड 160 मेगावॉट है जबकि कंपनी के पास 130 मेगावॉट बिजली है। इसके चलते शहर में हर रोज जमकर कटौती की जा रही है। लोग इससे बेहद परेशान हैं।

Power project awaits green nod

GREATER NOIDA: With the Noida Power Company Limited (NPCL) all set to get environmental clearance for its 400 MW gas-based power project, power outages may soon become less frequent in the city. "As moratoriums on construction works have been lifted, we have prepared a detailed presentation for getting clearance from the environment ministry of the Uttar Pradesh government," said general manager of NPCL Gautam Ghosh.

Securing environmental clearance for this project near Vaidpura had been a roadblock as this area had been declared a critically polluted zone by the Central Pollution Control Board (CPCB). This placed several moratoriums on construction activities in the area.

However, in April 2011, following a detailed study of the air, water and soil of the region, the CPCB withdrew certain embargoes placed on construction activities in and around this zone. NPCL has also applied to the ministry of petroleum and natural gas for supply of gas to the plant. The terms and conditions laid down by the environment ministry are all set to be met to avail gas from the government of India. "Since the project site is located outside the 10-km radius of the critically polluted zone, NPCL can get the environmental terms of reference from the UP government," said an official of the Uttar Pradesh Pollution Control Board.

For any construction within a 10-km radius of the critically polluted zone, it is the union environment ministry that issues the terms of reference. Simultaneously, the NPCL has received expressions of interest (EoI) from 17 domestic and international firms who are interested in the Rs 2,000 crore project. "A technical team is sorting out these EoIs," said Ghosh. Tata Consulting Engineers (TCE) is preparing the tender document which is expected to be completed this month.

A 40-acre plot of land near Vaidpura in Greater Noida has been allocated to NPCL for the project. At present, NPCL boasts of more than 50,000 consumers in Greater Noida. "The number of consumers is set to expand with the commissioning of this project," said an official of NPCL. With this project there would be significant improvement in the power situation in Greater Noida," he said.
