Gurgaon Eway (NH-8) widening
Spots identified for flyovers, underpasses
Dhananjay Jha, Hindustan Times
Gurgaon, February 17, 2012
The stakeholders of the Delhi-Gurgaon expressway have identified points to set up facilities such as cloverleaves, underpasses and flyovers. A recent high-level meeting of National Highway Authority of India (NHAI), Huda, Delhi-Gurgaon Super Connectivity Ltd, zeroed in on Shankar
Chowk as the spot for setting up a cloverleaf flyover.
Officials also agreed to build a flyover or an underpass between Shankar Chowk and Iffco Chowk, while an underpass is likely to come up at Hero Honda Chowk.
However, the officials of the stakeholder bodies are yet to thrash out the crucial cost-sharing issue. There has not been any meeting of minds on this issue so far.
The meeting, held on February 13 at New Delhi, was attended by AK Upadhyay, secretary (RT&H), Huda chief administrator DPS Nangal, Huda administrator Praveen Kumar and DCP (traffic) Bharti Arora.
The demand for underpasses, flyovers, widening of service lanes and slip roads etc has been gaining momentum.
“Though we have agreed to work on these facilities, the matter has been forwarded to consultants to check the feasibility of underpasses and flyovers,” said VL Patankar, member technical, NHAI.
“The technical experts have been asked to submit a report as early as possible,” said Patankar. “We also suggested increasing the number of toll gates at Sirhaul and Kherki Daula. The chairman agreed to it,” said the Huda administrator.
Meanwhile, another meeting is scheduled for Friday.

GURGAON: To expedite construction of flyovers and underpasses in NH-8 bottlenecks including Hero Honda Chowk, chief minister Bhupinder Singh Hooda is likely to meet C P Joshi, Union minister for road transport and highways, next week. In a recent meeting held in Chandigarh, Hooda discussed the reasons behind repeated delays in the crucial infrastructure project. Despite daily traffic jams on Hero Honda Chowk, the underpass project hasn't seen the light of day as the state government and National Highway Authority of India (NHAI) have failed to work out a cost-sharing mechanism.
There are four such flyovers or underpasses proposed on NH-8 between Rajiv Chowk and Manesar: Hero Honda Chowk, Narsingpur, Anaz Mandi and Kherki Dhaula. While the state government claims that it is keen to build flyovers and underpasses on equal contribution basis with the NHAI and the central government, the project cost is likely to escalate to more than Rs 305 crore as estimated in 2009. "This project is crucial for the state because the poor connectivity is leading to lack of investors' interest in the Gurgaon-Manesar region.
We are hoping that some formula on cost sharing will be worked out in the meeting between the CM and the union minister," said a state government official. According to city traffic police, Hero Honda Chowk is not only a bottleneck for smooth flow of traffic, but it also records a large number of accidents. Last year as many as 105 accidents were recorded at the crossing.

To decongest Gurgaon expressway, toll plaza to have more lanes
TUHIN DUTTA : Gurgaon, Wed Feb 15 2012, 02:03 hrs
Under pressure from various quarters for not being able to ease traffic flow on the Delhi-Gurgaon Expressway, especially at Delhi border toll and Kherki Dhaula, DS Constructions has come out with a 12-point decongestion plan.
The company said it will add three more lanes, and two additional reversible lanes, to the Delhi-Jaipur side for easing the traffic flow. Work on the project will start in March.
Similarly, construction work on three more lanes at the Kherki Dhaula toll plaza has already been initiated. Of the three lanes, two would be towards Delhi, and one towards Jaipur. Work will be completed by April, the company said.
A study conducted by the company revealed vehicles taking a U-turn at the Delhi border toll plaza constituted a major hindrance to the traffic flow. Nearly 1,300 vehicles take a U-turn from the main carriageway and service lanes near Ambience Mall, creating congestion at the toll plaza. “A U-turn option is being provided at the DLF Phase-III turn between 5-8 pm. Other interventions, which include regulating the flow of two-wheelers near the toll plaza, are being tried out. The initial results have been positive,” a company statement said.
DS Constructions has also been experimenting with the concept of mobile ticketing, wherein toll is collected from vehicles before they reach the toll window.
Initial trials on light vehicles suggested that as the processing rate at the toll window was already very high, mobile ticketing does not substantially improve it. “But for heavy vehicles that spend more time at the toll window, especially after 9 pm, the mobile ticketing concept could make a difference in the processing rate. We will conduct mobile ticketing trials for heavy vehicles in the coming week,” the company said.
DS Constructions has also been focussing on the toll collector training programme over the last quarter. Toll collectors have processed up to 900 vehicles per hour per lane during peak hours, which is several times the processing rate stipulated in the concession agreement, it said.
The company has identified two main reasons for congestion on the expressway — traffic volume beyond estimated levels and lack of lane discipline, especially the entry of cash users in tag lanes. It said toll expansion and issuing challans to errant cash vehicles in tag lanes was the only option left for them. Other measures of the plan include installation of 10 boom barriers, which are faster than current ones. These boom barriers have a cycle time of 0.6 seconds as compared to the earlier cycle time of 1.2 seconds.
Other points include providing more power to traffic marshals, lane assistants and the corridor control team. At present, the total count for traffic marshals and lane assistants are 151and 61 respectively. Similarly, in order to cater to breakdowns and accidents, the patrolling team has been increased to 132. DS Constructions has introduced six new patrolling bikes with public address systems and safety lights. Also, steps have been taken to install hi-tech CCTV cameras, remove illegally parked vehicles, and install more signboards.

Delhi-Gurgaon link road schemes gather speed
TNN Nov 25, 2011, 06.43AM IST
GURGAON:With the congestion increasing on the Delhi-Gurgaon expressway during peak hours, the demand by the Haryana and Delhi governments to expedite the alternative link roads is gaining momentum. While the two peripheral roads within Gurgaon are being constructed by the Haryana Urban Development Authority (HUDA), the third one from Vasant Kunj to DLF-II has been put in abeyance.
Though the expressway still remains the most preferred road for those commuting between Delhi and Gurgaon, within three years of its becoming completely operational the comfort of driving has deteriorated significantly. This is because of the rapid rise in the vehicular traffic on this 27km stretch. National Highways Authority of India (NHAI) officials said that the hectic urban and commercial development along the expressway and beyond has increased the number of vehicular trips on this corridor.
"Though there is hardly any congestion during the day, you will find traffic moving at a very slow speed during evening peak hours on stretches between Rajokari and RTR Palam, and Rajiv Chowk to Udyog Vihar," said an NHAI official.
He added that while only two lakh units of passenger cars – a common denomination used for all types of vehicles – pay toll at 32-lane toll plaza, the volume of traffic using this road including two-wheelers and three-wheelers is huge.
Though the NHAI has widened the 8-km stretch of MG Road on the Delhi side, commuters heading to south and east Delhi prefer to take the expressway. This is because the arterial road network taking off from MG Road faces huge congestion during peak hours. "Any number of additional toll lanes at the 32-lane plaza or widening of the existing road would meet the demand unless we build alternative link to divert traffic from the expressway. Both the Delhi and Haryana governments have not been serious about finding a solution," said an NHAI official.
The link road projects are – 18-km-long road between Dwarka and NH-8 (Kherki Dhaula), 9-km-long link between Vasant Kunj and DLF-II and connectivity from MG Road to Faridabad.
Haryana builds new roads, e-way users to pay tax
Dipak Kumar Dash, TNN | Nov 21, 2011, 02.17AM IST
NEW DELHI: The Haryana government is funding two roads – one from Dwarka and the other from Gurgaon-Faridabad Road – which will open on the Delhi-Gurgaon expressway just before the Kherki Dhaula toll plaza.
This would mean all car users from Delhi will have to fork out the toll – Rs 27 – for every trip to the expressway even when they only have to use a kilometre of the expressway. The roads are being built despite the highway ministry objecting that this will entail taxing people unnecessarily and the money will be pocketed by the private developer.
The 150m-wide road from Dwarka – Northern Peripheral Road (NPR) – and a similar stretch from Gurgaon-Faridabad Road – Southern Peripheral Road (SPR) – have been planned by Haryana Urban Development Authority (HUDA) keeping in mind the future transport needs.
Initially, the Haryana government was in talks with the highway ministry to modify the alignment of the SPR so that it can be developed as a national highway (NH-236). In that case, NHAI would have funded the project.
"But after we objected to their proposal for joining the two peripheral roads just before the Kherki Dhaula toll plaza, they severed all communication. We had asked the Haryana government to consider opening the two roads a few kilometres ahead of the toll plaza. First they submitted that these could come up as competing roads to the expressway and afterwards they said the development plan for Gurgaon had already been notified and they can't bring about any change," said a senior highway ministry official.
The issue became a bone of contention between the ministry and the state's town and country planning department (DTCP), which prepares development plans. Finally, Haryana decided to go ahead with the SPR using state funding. "There is no question of any change in plan. The two roads will open on the expressway since we have notified the development plan and the roads are coming up as per the plan. How can you expect people to use roads without paying the toll?" said DTCP secretary S S Dhillon.
Cut toll jam, police chief warns DSC
TNN Nov 19, 2011, 05.12AM IST
GURGAON: The city police have asked the concessionaire of Delhi-Gurgaon expressway to deal with the congestion at the 32-lane toll plaza and the Kherki Dhaula toll plaza. The directives were issued by the police commissioner K K Sindhu at a meeting which was attended by HUDA administrator, other officials and representatives from DSC Ltd.
This happened two days after TOI reported about the major traffic congestion at the Delhi-Gurgaon toll plaza during peak hours. HUDA administrator Praveen Kumar said that the department would push to vacate the pending litigation for a 100-sq-m land near IFFCO Chowk for a slip road and that they would write to the highway authority to increase the number of toll gates at both the Delhi-Gurgaon border and Kherki Dhaula toll plazas.
Among the other points discussed in the meeting, were plans to make additional toll plazas at the Delhi-Gurgaon expressway to stagger the traffic flow and reduce the existing congestion faced by commuters. On its part, DSC Ltd said that it has begun the work of adding three more toll gates – two on the Jaipur to Delhi side and one on the Delhi to Jaipur side – at Kherki Dhaula toll plaza on the land available.
There was a proposal to install 60 CCTV cameras across the city which will be photosensitive and have recording capacity for all times of the day. When asked how much time the process of procuring these cameras would take, HUDA chief Praveen Kumar said, "I have an external expenditure limit of Rs 50 lakh and can easily purchase the equipment at the earliest.
"To improve safety on highway stretches in Gurgaon, DCP (traffic) Bharti Arora said that they have told the companies concerned including DSC Ltd to have proper safety and precautionary measures in place so that accidents do not happen again.
More toll lanes on cards for Gurgaon e-way
Dipak Kumar Dash, TNN | Jul 1, 2011, 10.53PM IST
NEW DELHI: Eighteen new lanes will ease the flow of traffic at the Delhi-Gurgaon toll plaza, if the National Highway Authority of India (NHAI) has its way. Concerned over the bottlenecks on the Delhi-Gurgaon expressway, NHAI has drawn up a plan to introduce 'major' changes. Sources said the expansion of the 32-lane toll plaza to 50 lanes would take precedence to cut down on the processing time for vehicles.
On average, around 1.9 lakh passenger cars pass through the toll plaza every day, which remains congested during morning and evening rush hours. "There is enough land available on the Delhi-Gurgaon carriageway adjacent to the toll plaza. After getting land from the Haryana government, which owns this portion, we can add 10 more lanes. But on the other carriageway we have to add lanes a little ahead of the plaza. Around eight lanes can be added between the plaza and Rajokari flyover," a senior NHAI official said.
The authority will soon appoint a consultant to look into these aspects, besides the requirements for improving traffic flow throughout the 27.7-km expressway. Sources said the decision was taken recently after a review meeting was held under the chairmanship of former road transport and highways secretary RS Gujral. Officials said making improvements has become necessary as the stretch will be tolled for the next 12 years. "If the driving experience worsens and congestion increases at the present rate, the purpose of building the expressway will be defeated," said a ministry official.
The official added that the consultant would also consider the option of constructing an underpass or an elevated stretch for traffic heading towards Ambience Mall from Gurgaon. Vehicles heading towards the mall and the residential colony nearby slow down the traffic on the expressway as they take a U-turn immediately after crossing the Udyog Vihar flyover. This leads to clogging on the flyover. Similarly, the crisscrossing traffic also adversely affects the traffic on the other carriageway.
Sources said that expressway developer DSC Ltd has also been asked to foot 50% of the project cost for building the approved underpass or cloverleaf. "We have also asked the developer to give us inputs on how traffic movement can be improved on the service roads. It's the developer's responsibility," said an official.
NHAI officials said that, once the consultant comes out with the findings, they will take up the issue of widening the service road and exit points, which at present are unable to manage the enormous traffic flow.

Kherki toll plaza to get 3 extra lanes
HT Correspondent , Hindustan Times
Gurgaon, October 25, 2011
Commuters using the Kherki-Daula toll plaza on the Gurgaon Expressway can heave a sigh of relief as the expressway management firm has started work to add three more lanes to the 16-lane plaza.
The expansion plan was laid after the visit of NHAI chairman AK Upadhyay along with the
member of Parliament from Gurgaon, Rao Inderjeet Singh.
The concessionaire firm, Delhi-Gurgaon Super Connectivity Limited (DGSCL), has started setting up three more lanes, two on one side and one on the opposite side.
With this, the total number of lanes on this toll plaza would go up to 19, bringing down the waiting time for vehicles.
However, the decision on the expansion of the 32-lane Delhi Border toll plaza, where the number of lanes is proposed to be increased up to 50, continues to hang fire for want of land.
On October 15, the NHAI chairman and Gurgaon MP, along with officials of DGSCL, toured the entire expressway up to Manesar to have a first-hand experience of the problems being faced by a regular commuter.
“We have started digging land for setting up two more toll lanes (along with booths) on the Jaipur to Delhi side and one additional lane on the Delhi-Jaipur side. Since there was no need for acquisition of land for these three lanes, we have started work on the directions of NHAI,” said an DGSCL official.
The company said it would take about four months to complete the project as the new lanes and toll collection booths will also be provided with vehicle sensors, CCTV cameras, computers and other gadgets to synchronise work with existing booths, as per the NHAI guidelines.
The company officials said that the expansion of the 32-lane Delhi border toll plaza was not possible immediately as land had to be acquired for it.

Demand for cloverleaves on expressway
Dhananjay Jha dhananjay.jha@hindustantimes.com
We had given a proposal to the Haryana government to construct cloverleaves one-and-a-half year ago.
RK JAIN, chairman, transport committee, JAFRA
Experts feel that the new oneway traffic plan is not a permanent solution to the traffic problems of Gurgaon. They have been raising the issue of cloverleaves at all the major intersections of the Expressway for long. All the major bottlenecks, such as Shankar Chowk, IFFCO Chowk, South City Chowk, Rajiv Chowk and Hero Honda Chowk, require cloverleaves for a permanent respite.
“We had given a proposal to the Haryana government to construct cloverleaves about one-and-a-half year ago,“ said RK Jain, chairman, transport committee formed by JAFRA.
Despite the new one-way plan, traffic nightmare on the city roads continues for a number of reasons. “At all the intersections, the left turn is at the red signal. Ideally, a left turn should be at least half a km behind so that the traffic movement does not get affected,“ said SK Chaudhary, former senior traffic police officer.
“There should have been cloverleaves on the pattern of AIIMS and Dhaula Kuan in Delhi, for a permanent respite from the traffic mess,“ he added.
Gurgaon police commissioner SS Deswal said, “I can just recommend cloverleaves. The concerned department should give a thought.“
“We are hopeful of smooth traffic after the plan for the Expressway,“ said Bharati Arora, deputy commissioner of police (DCP), traffic, Gurgaon.
“We will write a letter to the chief minister, Bhupinder Singh Hooda to appeal for cloverleaves,“ said Dharam Sagar, chairman Federation of Residents Welfare Associations of Urban Estates. The residents had earlier urged the Haryana urban development minister AC Chaudhary.
Way out is internal road
According to city police and Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), presently the road is out of bound for commuters as NHAI has objected to its opening. The road is closed by a fence near the toll plaza.
HSIIDC has built the road. This road was constructed for employes working in Udyog Vihar. It was completed a month ago and we have informed the concerned government agencies about it. Now, its up to the administration and the police to see how they want to use it, said Hamvir Singh, DGM, HSIIDC.
But sources in traffic police said that the NHAI objection has come as a road block. They added that the expressway is a toll road and the private concessionaire has entered into an agreement with the NHAI and Haryana government, which does not allow construction of any new parallel road to the expressway. The private developer will lose the toll revenue in case this stretch is opened, said an NHAI official.
He added that this could lead to the violation of the tri-aprty agreement that has been signed for the expressway project.
But Gurgaon traffic police have decided to approach the NHAI and the private concessionaire to open the road.
Ever since city police implemented the new traffic plan for Cyber City area, making it one way and blocking the crossing at Shankar Chowk for traffic coming from Delhi, there is a greater need for an alternate road like the one that has already been built by HSIIDC.
Once opened to the traffic, this road will bring huge relief to those coming from Udyog Vihar as they can easily bypass the traffic on the expressway. Presently, all these vehicles use the expressway service road and pile up the traffic at the toll plaza. Cops said that they have sought route details along with the map from HSIIDC.
Confirming this DCP (traffic) Bharti Arora said, We will write to the NHAI in a couple of days. We would ask them to open this road in larger public interest. We would also suggest them to put toll gates, so that there is no loss of revenue to the private developer.
State govt, highway ministry hit deadlock over Hero Honda crossing
GURGAON: With the Haryana government and ministry of road transport and highways not seeing eye-to-eye to find out a solution for the Hero Honda crossing mess on Delhi-Gurgaon expressway, there is no hope of commuters enjoying a seamless drive on this stretch in the near future. Sources in the highway ministry said that a letter has already been sent to the state government clearly stating that construction of an elevated road along the existing alignment of the expressway between Rajiv Chowk and Kherki Dhaual is not feasible.
The ministry has also asked the Haryana government to acquire land for an underpass at the crossing. The land acquisition for this purpose has to be done by the state and they have to pay for this. As far as construction cost is concerned, we have agreed to bear 50% of the project cost, said a senior ministry official.
The ministry has taken this stand despite the National Highways Authority of India (NHAI) recommending that four short flyovers on this 7km stretch could be built to address the chaos.
NHAI had carried out a traffic survey to study the impact of any construction work on the traffic movement on this stretch. We have clearly said that any construction work would reduce the quality of service on the expressway. From the desirable category-A service, the quality of service would fall to category-E, if we allow any construction work, the ministry official said.
NHAI in its proposal had reportedly said that the construction of short flyovers would cost the ministry only Rs 159 crore. The NHAI is believed to have got the consent from the private concessionaire of the stretch, DSC Ltd, for this work. The concessionaire had also put a request that the work could be awarded to the firm.
Sources said that the ministry is not in favour of giving the civil construction work to the same firm. Earlier, Haryana government had proposed construction of a 6-lane elevated road between Rajiv Chowk and Kherki Dhaula at an investment of Rs 739 crore. Since it required huge capital expenditure, the proposal was dropped by both the ministry and NHAI.
If Haryana agrees to the proposal of a 6-lane underpass along the expressway at Hero Honda crossing, it could need about Rs 315 crore investment. The project could be constructed using box-pushing technology, which wont impact the traffic movement on the surface.
Originally, Haryana government had mooted the proposal of constructing an underpass across the Hero Honda crossing, but later it took a U-turn. The government had submitted before the ministry pleading its inability to get land for this project.
It had proposed the ministry to construct the 7km elevated road from Rajiv Chowk to Hero Honda crossing.

The city traffic police have proposed a solution to the chaos on the Delhi-Gurgaon Expressway. They say an internal road leading from Udyog Vihar phase-III to the toll plaza on Delhi-Gurgaon border could ease the traffic movement on the Expressway, particularly during peak hours. They claimed that the new road, which is already built, can divert majority of the traffic from the industrial area to Delhi.
According to city police and Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), presently the road is out of bound for commuters as NHAI has objected to its opening. The road is closed by a fence near the toll plaza.

Gurgaon Expressway to become smoother
New Road from MG Road (Delhi Border) to Kherki Dhaula
GURGAON/NEW DELHI: Commuting between Delhi, Gurgaon and beyond will be smooth in the next few years. The NHAI will extend the National Highway (from MG Road to Delhi border) to Kherki Dhaula, making it an 18-20 km 4-lane highway via Sohna Road.
This will help commuters beat the big jams on the Expressway between IFFCO Chowk and Hero Honda crossing.
After the Mehrauli-Gurgaon road recently got NH status, the road transport highways ministry had asked HUDA and state PWD to study the feasibility of the newly proposed alignment of NH-236 from Delhi-Gurgaon border on MG Road to Kherki Dhaula. Sources said that the site has been inspected by top ministry and Haryana government officials.
HUDA sources said that the present NH will be extended from Delhi border via Gawalpahari and Ghata village before it joins Sohna Road. Then it will be extended to Kherki Daula toll plaza on NH-8.
HUDA is constructing a 7.38-kilometre road on this stretch as a green field project. Another 2.1 kilometre road is also being laid between Gawalpahari and Ghata village that is likely to be completed next month.
Similarly another 5.28 kilometre stretch is under construction between Sohna Road up to Kherki Dhaula toll plaza, said a senior HUDA official.
The new alignment has been proposed since the earlier plan to connect NH-236 from Delhi border to the NH-8 via the Mall Mile was found unviable.
It's already a crowded stretch and there is hardly any space available for further widening of the road. So the new alignment is more convincing. We are waiting for response from the state government. Once they inform us about their decision we will start work. NHAI will develop this stretch on cash contract,'' said a senior ministry official.
This means while commuters taking the expressway will have to pay toll, those using the proposed NH won't have to pay any charge. The NH-236 will decongest the traffic entering Gurgaon from the Delhi-Gurgaon border at MG Road till Kherki Dhaula.
Presently, NH-236 is only a 6-km stretch between Andheria Mor and the Delhi-Gurgaon border.
Though the NHAI had awarded the work of widening on this stretch to a 6-lane road before Commonwealth Games, it has already missed the deadline.
