No Progress Road: NPR to miss second deadline

Eight months after it missed its first deadline, the much-hyped Rs. 57 crore Northern Peripheral Road (NPR) project is still struggling to reach the finish line even as the second deadline looms round the corner. The 18-km-long road, also known as Dwarka Expressway, is bound to miss the

December 31 completion deadline — thanks to the lackadaisical attitude of the Haryana Urban Development Authority (Huda).

The 150-metre-wide road will connect Dwarka in Delhi and Kherki Daula on NH-8.

Of the 18-km stretch, the bituminous work is complete hardly on eight km area. Moreover, a four-km stretch is entangled in a legal dispute.

"We still have 28 days and we hope to complete at least five km. I have asked the contractor to speed up the work and complete the stretch by end of the month," said Pankaj Kumra, chief engineer, Huda, the custodian authority of the project.

When questioned about the reason for the delay, the chief engineer said, "The contractors are facing law-and-order problems on the NPR, mainly on the portion under litigation. The workers are having difficulty as many houses and establishments have not been removed for the work.”

The delay has shattered the dreams of tens of thousands of buyers and builders whose money is invested in hundreds of projects coming up along the NPR. The project was awarded to JSR Construction Pvt Ltd and Indiabulls Construction Limited on April 1, 2011 and its first deadline was March 31, 2012.

Gurgaon Expressway to Have more toll lanes and 4 new underpass

The residents of Gurgaon and Manesar have a news to cheer up. Soon Gurgaon expressway would have four new underpasses, 2 additional lanes at Kherki-Daula toll entry points (presently 10 toll points) and 18 additional toll entry points on Delhi-Gurgaon border toll plaza (presently 32 toll entry points).

The four underpasses are proposed on expressway from Gurgaon to Bilaspur Chowk to make the commuting hassle free on this stretch. These include under pass at Narsinghpur, Kherkidaula, Anajmandi and Hero Honda Chowk.

UP races to 2nd spot in attracting investment

Bangalore:

Among the top 20 investment attracting states, Karnataka has emerged as most preferred destination with the highest share of 9.1 per cent in domestic investment plans in April-September 2010, as per 'Associated Chambers of Commerce and Industry of India Investment Meter (AIM).'

Karnataka clocked an year-on-year growth of 73.8 per cent and attracted investments of Rs 3,88,578 crore.

Uttar Pradesh acquired second spot with a growth of 75.5 per cent (y-o-y) and 4.7 per cent share of total investments in April-September 2010-11. The state attracted massive investment plans of Rs 205,189 crore during the period.

Power and services were prominent among the sectors attracting major share investment.

Built at a cost of Rs 340 crore, the Badarpur elevated road was supposed to be the one-stop solution to the traffic nightmare that motorists faced on the Delhi-Faridabad border. Yet, weeks after being inaugurated, the elevated corridor seems to have only thrown up a host of new problems. Traffic jams are still a common sight here, made worse along the multiple loops that come down from the elevated corridor towards Jaitpur, Mehruali and Badarpur village. Long lines of vehicles jostling to get around the loops are followed by the equally long queue near Aali Village, the last — or first, depending on the direction you’re coming from — junction before you get on the elevated corridor.

WB Loan for Eastern Freight Corridor

Dedicated Freight Corridor is one project that can dramatically change industrial face of India and NCR region in particular. There is a positive news flow on Eastern Dedicated Freight Corridor as the World bank has issued Rs 10,800 crores loan for corridor. The corridor runs from Ludhiana to Bihar (to be extended to Kolkata) with a total length of 1280 km. Dadri would be the junction of Eastern and Western Dedicated Freight Corridor. The more popular and dynamic Delhi-Mumbai Dedicated Freight Corridor would be 1483 km long between Dadri and Mumbai.

KMP Expressway: Further Delayed

महत्वाकांक्षी परियोजना केएमपी एक्सप्रेस-वे का 53 किमी लंबा पहला चरण होगा शुरू

गुड़गांव। प्रदेश की महत्वाकांक्षी परियोजना कुुंडली-मानेसर-पलवल (केएमपी) एक्सप्रेस-वे (वेस्टर्न पैरीफेरल एक्सप्रेस-वे) के पहले चरण में 53 किमी लंबा मानेसर से पलवल रूट अप्रैल में शुरू हो जाएगा, जबकि 135 किमी पूरे केएमपी एक्सप्रेस-वे को वर्ष के अंत तक खोल दिया जाएगा। गौरतलब है कि केएमपी एक्सप्रेस के निरीक्षण के बाद मुख्यमंत्री परियोजना में हो रही देरी को लेकर नाराजगी भी जाहिर कर चुके हैं। केएमपी एक्सप्रेस-वे को शुरू करने के लिए अब तक कई बार डेडलाइन बदली जा चुकी है। मानेसर से पलवल रूट खुलने पर टोल का भी भुगतान करना होगा।
चार राष्ट्रीय राजमार्गों को आपस में जोड़ने वाले केएमपी एक्सप्रेस-वे का करीब दो हजार करोड़ रुपये की लागत से निर्माण किया जा रहा है। केएमपी एक्सप्रेस-वे के शुरू होने से एनएच-1, एनएच-10 और एनएच-8 से होता हुआ पलवल में एनएच-2 से मिलेगा।
कंपनी प्रवक्ता के अनुसार, केएमपी एक्सप्रेस-वे दिल्ली-अमृतसर राष्ट्रीय राजमार्ग-1, दिल्ली-फाजिल्का राष्ट्रीय राजमार्ग-10 तथा दिल्ली-जयपुर राष्ट्रीय राजमार्ग-8 को काटता है, इसलिए वहां बडे़-बडे़ लूप बनाए जाएंगे। यह लूप दिल्ली में धौला कुआं पर बने लूप जैसे होंगे, जिनसे वाहन चालक राजमार्गों से केएमपी एक्सप्रेस-वे के ऊपर चढ़ सकेंगे तथा नीचे भी उतर सकेंगे।

A draft plan has been presented to the NCR Planning Board to handle the increasing volume of traffic in the NCR. A K TIWARY writes

An integrated transport report has been prepared for the NCR Planning Board keeping in mind the increasing volume of traffic in the area.

  The report has laid a road map for bypassing the traffic bottlenecks on the capital's periphery. Its prescription leads to 11 new expressways and two orbital railway corridors connecting major cities around Delhi. The connectivity plan is based on the study commissioned by the NCR planning board two years ago. The plan was approved in a board meeting recently. The board has decided to initiate action for priority implementation of a region-wide rail-based system connecting various metropolitan and regional centres and sub-regional centres.

NEW DELHI: Raheja Developers has launched Raheja Vedas in Sector 108, Gurgaon. Situated near the upcoming Dwarka Expressway, the diplomatic enclave Dwarka in Palam Vihar, the project is to come up on the 150 m wide and 18 km long Northern Peripheral Road. NCR/Delhi property rates peaked !

We recently visited Delhi-National Capital Region (NCR), Bangalore, and Mumbai as a part of our GS India Property Tour. We visited about 25 sites at various stages of completion, met management teams and property consultants and made some broad industry-wide observations.

As we had highlighted in our 8 November report, we believe that property prices in pockets of Delhi-NCR and Mumbai in particular seem to have peaked, and we expect limited further price appreciation. Prices in Bangalore have remained fairly stable, but further appreciation should be held in check by high supply potential. We observed higher price inflation in city-centre properties during our tour.

Gurgaon NPR Project- Plots to be offered in compensation

HUDA to compensate house owners on NPR stretch

GURGAON: In a bid to get rid of encroachments on the Northern Peripheral Road (NPR) project, the HUDA has decided to allot alternative plots and compensation to all house owners as per the government rules.

A high level committee had cleared the decks for the allotment of alternative plots for houses which come under the NPR project. The 150-metre wide NPR is proposed from Dwarka in Delhi to Kherki Daula on NH-8, through Gurgaon. The committee recommended allotment of plots in Mayfield Garden to the house owners who are willing to take alternative plots.

नोएडा से साउथ दिल्ली, फरीदाबाद और गुड़गांव की कनेक्टिविटी अब और आसान बनने जा रही है। नोएडा अथॉरिटी ओखला बैराज के पास यमुना पर नया ब्रिज बनाने जा रही है। इसका कंस्ट्रक्शन अगले चार महीने में शुरू हो जाएगा। तब तक टेक्निकल प्रोसेस का काम पूरा किया जा रहा है। ब्रिज को पूरा करने का टारगेट 31 दिसंबर 2013 रखा गया है। ब्रिज का पूरा खर्च नोएडा अथॉरिटी उठाएगी।

नोएडा, ग्रेटर नोएडा और यमुना एक्सप्रेस वे अथॉरिटी के चेयरमैन मोहिंदर सिंह ने एनबीटी को बताया कि नया पुल नोएडा से जुड़ने वाले ओखला बैराज और डीएनडी, दोनों से काफी अलग होगा। इस पुल का मेट्रो रूट के साथ तालमेल बैठाया जाएगा। नैशनल बोटैनिकल गार्डन के पास मेट्रो का तिराहा होगा। यहां से एक राह दिल्ली, दूसरी सिटी सेंटर व ग्रेटर नोएडा और तीसरी साउथ दिल्ली की तरफ जाएगी।

'A PPP model for a metro has never succeeded anywhere in the world'

E Sreedharan, Managing Director of the Delhi Metro Rail Corporation, is the man credited with changing the way Delhi travels. In this Idea Exchange moderated by Executive Editor Unni Rajen Shanker, Sreedharan speaks of how the Metro kept its deadlines and his earlier assignment with Konkan Railways

Unni Rajen Shanker: When you look back at your stint with the Konkan Railways project and now the Delhi Metro, which was a tougher assignment and why?

The tougher and more challenging is Delhi Metro. With Konkan Railways, the main challenge was the length of the line: it passes through four states, a lot of reserved forest land and the most unfriendly, undulating terrain. The other challenge was raising funds. The government had given us one-third of the cost of the project, two-thirds had to be raised from the open market. At that time, the condition of the capital market was very poor, and raising money was very difficult. We could not raise money within the country and had to go to countries such as England, Japan and Korea to raise funds.

For Delhi Metro, money was not a problem. The problem was that it is the capital; whatever we do is directly under the gaze of the people in power?President, Prime Minister, Lt Governor, Chief Minister?everybody is aware of what we do. People here are educated, they are exposed to what other cities, countries have achieved. So expectations are very high. Also, we have to work with the least inconvenience or disturbance to the public. The technology for the Metro is highly complex. It is four times more complicated than railway technology. And tight targets had to be met; in the second phase, the target was the Commonwealth Games.

NCR Realty Hot While Mumbai Realty Cools

Difference due to pricing; up by a third in Mumbai since Jan, almost stationary in Delhi.

Sanjay Sanghvi, a real estate consultant in the Dadar area of Central Mumbai, says these days he barely manages to broker two-three apartment deals a month, compared to half-a-dozen almost a year ago.

 "It is difficult now. People are reluctant to buy, as prices have gone up sharply. They will buy only if prices come down," says Sanghvi.

Sanghvi says he is flooded with sales calls from developers — including Indiabulls, Lodha Group and DB Realty — building high rises in Lower Parel-Worli-Parel area of south-central Mumbai. Prices in this erstwhile textile hub range from Rs 22,000 to Rs 35,000 a square feet.

Sanghvi's case is just an instance of dwindling home sales in the country's commercial capital, following steep rises in prices over the last one year. According to realty research company PropEquity, home sales in Mumbai have fallen 35 per cent since the beginning of the year and 45 per cent since June this year

 

 

But the scene is quite different in the national capital region, or NCR, which comprises New Delhi and its satellite towns such as Noida, Gurgaon, Ghaziabad and Faridabad. Property sales in these areas have gone up nearly 90 per cent since the beginning of the year.

Price is obviously the main factor. Data show that prices in Mumbai city have risen 28 per cent since the beginning of the year and 13 per cent since June.

"During 2008-09, nobody was buying and prices were at reasonable levels. A lot of pent-up demand came into the market after that. But after so much hectic buying and price rise, sales are bound to take a knock," says Anshul Jain, chief executive of DTZ, an international property consultant.

In most areas of the NCR, however, prices have remained stagnant since the beginning of the year. For instance, in Noida, average property price hovers around Rs 3,341 a sq ft, compared to Rs 3,140 in January, a mere five per cent increase. Prices have gone up by 1.48 per cent in New Delhi since the beginning of the year.

GURGAON: From the time of inviting bookings for a flat to the stage where the developer gives the final possession, a dwelling unit changes on an average two owners in the NCR, claimed property gurus. Ashutosh Limaye, local director, strategic consulting, Jones Lang LaSalle, India, explained: If we consider the legitimate deals, approximately 25 per cent buyers are actually investors. Though there are no specific data available, out of these, close to 25 per cent investors are those who do it for a short term while the rest wait to get  possession. Also, there might be cases where developers offer to buy their units back when the market is on a positive curve. This kind of change of ownership could also mean some fee paid to the developer, though not known formally.
